Motion carried. New Business 1. Discussion regarding potential grant program previously discussed for local businesses or potential to fund marketing efforts with ARPA funds Kitty Stichmann presented for Stadsplein Properties, LLC. She plans to replace siding that is 22 years old on the building, paint the building, and replace a couple of windows. She hopes to begin the project in July. She stated she would prefer to begin sooner, however, the sidewalk by her building still needs to be replaced as part of the reconstruction project so she will begin after that. Two different colors are proposed on the eastern elevation, she explained she is defining the two separate buildings. Dan Parman presented for Square Side Properties. The building is almost 100 years old and was a shoe store when his family purchased it. Square Side Boutique is expanding their business into what was a separate tenant space and will occupy approximately two-thirds of  COMMUNITY DEVELOPMENT AUTHORITY MINUTES VILLAGE OF EAST TROY March 28, 2022 Page 2 of 3 the building. They have been working on improvements and reconfiguration to the interior of the building. They plan to fill prior windows and doors that are no longer used with matching masonry on the building on both the front and a portion of the eastern side and paint the exterior white with black trim. He believes this will provide a much more attractive entrance to the square from the east. James Taylor Jr. presented for J&S On Main, LLC. He stated they just purchased the property from the owners of Lakeside Painting. They plan to utilize office space, add a new showroom in the center section and leave the back open for storage. The existing square- facing tenant spaces will remain the same. He explained the gable will include posts because the building inspector would like to see those added for structural integrity. The mural depicted on the side of the building will be added later. He wants the mural to be of some of the older buildings potentially including the Cobblestone and be more of a postcard-style mural. Mike Roettgers presented for East Troy LLC. They plan to update the exterior of the building and replace the canopy. The building will be repainted and top fascia will be removed and replaced with the steel piece which is easier to maintain than the existing tiles. They will also be changing the lighting to LED fixtures. CDA members all weighed in on the applications, the prior intent to be more selective in awarding grants, funding available, the quality of the improvements presented, and the impact of the improvements proposed. All members of the CDA were appreciative and supportive of all applications and the proposed improvements. Chairperson Holm noted the J&S On Main LLC application is somewhat unique because they are also owners of the construction company that will be providing most of the work. While this could be a concerning issue, James R. Taylor & Sons has a demonstrated history of their ability to carry out the improvements proposed, has a good reputation in the community, and it is of course more economically feasible for them to do their own work. In this circumstance the CDA will not require the competitive bids. Motion by Trustee Smalley, second by Commissioner Biersack to approve the four façade grant projects proposed. Motion carried. Old Business 1. Discussion regarding potential grant program previously discussed for local businesses or potential to fund marketing efforts with ARPA funds Executive Director Suhm reviewed the memo she provided, explaining after the prior discussion with the Chamber Executive Director she felt a better use of ARPA funds may be to partner with the Chamber on tourism efforts or an advertising campaign given the limited dollar amount of grants that could be provided to businesses. The benefits could be more impactful than a grant program. CDA members agreed they would like to pursue something  COMMUNITY DEVELOPMENT AUTHORITY MINUTES VILLAGE OF EAST TROY March 28, 2022 Page 3 of 3 to encourage tourism and/or promote the Village and its businesses rather than pursue another grant program. Executive Director Suhm discussed some of the ideas from the Chamber with the group including a billboard on the interstate and the application to find restaurants, businesses, and recreational activities. Commissioner Isleb also reminded the group about the tear-out map possibility in the visitor’s guide, which was discussed at the last meeting. Short-term and long-term efforts were discussed. CDA members agreed they could hold a special meeting on April 25 to discuss options with Executive Director Lenz if meeting earlier than the May meeting would be beneficial. Discussed the Village Board will ultimately approve designation of ARPA funds. 2. Review of priority list with possible recommendations for future projects There were no updates to the priority list given the new efforts to work with the Chamber on marketing and/or tourism options. Next meeting date: May 23, 2022, with the possibility of a special meeting on April 25, 2022. Adjourn Motion by Trustee Smalley, second by Commissioner Isleb to adjourn at 6:57 p.m. Motion carried.
