Call Meeting to Order
Roll Call
Chairperson Jim Holm called the meeting to order at 6:00 p.m.
Present: Chairperson Jim Holm, President Seager, Trustee Alexander, Commissioners
Johnathon Biersack, John Isleb, and Tyler Olson
Excused: Commissioner Elizabeth Scherbarth
Absent:
Others: Eileen Suhm, Administrator/CDA Executive Director

Approval of Minutes
Minutes dated May 23, 2022
Motion by Commissioner Isleb, second by Commissioner Biersack, to approve the minutes dated
May 23, 2022. Motion carried with Alexander abstaining.
New Business
1. Review of bylaws, open meetings law, public records law, ethics, etc.
Executive Director Suhm briefly explained the documents provided for the review and that
the orientation for new members includes a review of these documents. There were no
questions related to the information.
2. Election of new officers
Motion by President Seager, second by Trustee Alexander, to nominate Jim Holm as
Chairperson. Motion carried.
Motion by President Seager, second by Commissioner Isleb, to nominate Johnathon Biersack
as Vice Chairperson. Motion carried.
Motion by President Seager, second by Trustee Alexander, to nominate John Isleb as
Treasurer. Motion carried.
3. Discussion regarding development section of Village website and business resource guides
The following are highlights of the discussion related to Commissioner’s review of the above
items:
• Preference for the resource guide is a flowchart
• The starting a new business section is more of a marketing page and the checklist is
attached as a PDF.
• Content within the pages of the site rather than relying on PDFs for content was
discussed as integral due to the inability to find the information on searches. PDF
documents are not indexed by Google
• Commissioner Biersack suggested reviewing the City of Wauwatosa site which is
more of a preferred flowchart style
• Economic development partners are listed but there is no description of how they
are helpful
• Trustee Alexander discussed the Village of Pewaukee site, stating the first half is not
as helpful but all useful documents outlined with the flowchart

• Where can somebody get help if they need it?
• What is the CDA and why does it matter (not on site besides in the PDF file)
• We have façade grant program on there, but it is contained in the attached PDF, not
included in website content
• The site is not optimized for mobile phones
• If clicking link or going to another page should be for a specific purpose
• It should not be front and center that we have property for sale. Should be part of
landing page that directs them with link to available land
• Wauwatosa has a guide to opening a business that is a PDF that should be reviewed
• Content should be delivered two ways (on page itself and a printable document).
This does not mean to dump it into the page. It should be summarized as content on
the page. A mobile phone cannot open half of the PDFs on site due to the size and
mobile data limitations.
o Commissioner Biersack mentioned there are open source tools to assist with
this, which he can share
• Commissioner Holm mentioned the Village of Mukwonago has a nice introductory
paragraph which is an approach that presents the Village as a partner.
Old Business
1. Status update on façade grant program
Executive Director Suhm reviewed the status of the grant awards. The Commission
discussed limited funds and transitioning to a more competitive program by awarding grants
to the most impactful projects. Commissioner Biersack suggested asking the applicants to
explain how the project is impactful. Executive Director Suhm will review other competitive
programs to provide suggestions on criteria and how to score the criteria.
2. Update regarding Memorials and Donations Policy and Veteran’s Memorial Brick project
Executive Director Suhm updated the CDA on the status of the policies and projects. There is
no further work required by the CDA because staff and the Park and Recreation Board are
addressing these items.
3. Review of pending matters list with possible recommendations for future projects
• Historical designation of the square – it was questioned whether the Village Square
Park can be designated. Executive Director Suhm will review the matter with staff
because this was researched in the past.
• Trustee Alexander will investigate training railroad volunteers.
• Executive Director Suhm will speak with the code enforcement services when they
begin their contract to discuss grant opportunities and identifying properties that
need updates which could be impactful.
