Village of East Troy Parks and Recreation Commission
Meeting Minutes – April 8, 2019
Call Meeting to Order; Pledge of Allegiance
President Gary Budzien called the meeting to order at 6:30 pm.
Present: President Gary Budzien, Director Vickie Muszynski, Trustee John
Alexander, Public Works Jason Equitz, Commissioners Steve Rostkowski,
Jim Holm, Geri Mayotte, Annie Van Buren, Debbie Arendt
Citizen Participation
Dave Kueny, 2852 Oakmont, brought in a signed form from 8 residents of
Lakeview Subdivsion not approving the plan of a walking trail. The following
neighbors spoke on behalf of the walking trails and was opposed to the plan
presented. Kathy Menne, W2022 St. Peters Rd, Mike Greeson, 2846 Lakeview,
Sondra Bartle, 1655 Thomas, Shelby Luling, 2741 Oakmont, Tom Benziger,
2844 Oakmont, John and Debbie Kellenberger, 2840 Lakeview, Jarret Fisher,
2771 Oakmont. Residents were concerned about the traffic, parking, dogs and
children in their yards. Some residents felt that we could use the cost involved
to improve our parks or work on a bike path to Mukwonago.
Consent Agenda
(One motion and second will approve all of the following items)
1. Approve Park & Recreation Commission minutes – 3/11/2019
2. Revenue/Expenditure Report – 3/31/2019
3. Director’s Report
Motion by Commissioner Holm, second by Commissioner Mayotte, to approve
the Consent Agenda. Motion carried.
Miscellaneous Business
1. Free Library – Jake Smith of the National Business Honor Society at
East Troy High School proposed installing a free Library at one of the
parks. The East Troy library is opposed to having one across the street
from the library. The commission has some concerns of upkeep and
vandalism. A suggestion was made to install at the Village Hall outside
of the dog park area. Motion by Trustee Alexander, second by
Commissioner Holm, to recommend this to the Village Board. Motion
carried.
2. Lake Bluff Walking Trails – Citizens present from Lakeview Subdivision
were asking that the trails be moved farther out from their homes in the
area of Phase 2. Commission Holm asked how to best use this land and
what we can do to improve our parks. The commission explained the low
cost involved and recommended that we redo the proposed path. These
trails would be mowed only (similar to the Pullium Nature Area) and test
it for one year. Motion by Trustee Alexander, second by Commissioner
Holm, to reconsider the proposed paths by redoing the location. Motion
carried.
3. New Pier at Mill Pond Park – Director Muszynski is currently getting
prices for a new pier at Mill Pond.
Adjourn – Motion by Trustee Alexander, second by Commissioner Van Buren,
to adjourn the meeting at 8:00 pm. Motion carried.
