Village of East Troy Parks and Recreation Board
Meeting Minutes Monday July 11, 2022
Call meeting to Order - Chairperson Gary Budzien called the meeting to order at 6:30 pm.
Pledge of Allegiance
Present - Chairperson Gary Budzien, Director Vickie Muszynski, Trustee John Alexander, and Board
Members Debbie Arendt, Andrea Belka Van Buren, Steve Rostkowski, and Andy Seiden
Excused - Public Works Director Jason Equitz and Board Member Jim Holm
Consent Agenda (One motion and second will approve all of the following items)
1. Approval of minutes from June 13, 2022 Park and Recreation Commission meeting
2. Approval of Revenue/Expenditure Report June 30, 2022
3. Director’s Report
Motion by Trustee John Alexander, seconded by Board Member Andy Seiden, to approve the consent
agenda. Motion carried
Miscellaneous Business
1. Capital Improvements Budget and Operating Budget
a. At the Village Board meeting on June 20, 2022, the Board requested that the Parks and
Recreation Commission prioritize projects that maintain our facilities rather than
implementing new projects for the Capital Improvements Budget. Our
recommendations are as follows:
i. 2023: Mitchell Park and Fields
1. Regrade and seed fields (including the slope on the East Field outfield),
fix/update the bleachers, replace the backstop safety nets, add safety
nets over the spectator areas, plant trees
ii. 2024: Mill Pond and Impoundment
1. Pave the parking lot at Mill Pond and improve the impoundment area
for public use
iii. 2025: Lynndale Park
1. Improve existing facilities
iv. 2026: Playmore Park
1. Add restrooms and security for new facilities
2. Update on Pier Project at Mill Pond
a. The replacement pier will be made of composite boards and steel supports and will be
installed before the spring of 2023
3. Update on swing set and poured in place surface at Playmore Park
a. The swing set will be replaced and the sand underneath the swing set will be removed
and replaced with a poured in place surface
4. Vandalism at parks
a. The East Troy Police Department has ordered several cameras to be installed at our
parks around the village to improve safety and security
5. Recommendation for future agenda items
a. The Village Clerk updated the Parks and Recreation Commission that the sponsored
benches and memorial bricks for the town square that were discussed this spring are in
progress.
