Village of East Troy Parks and Recreation Board Meeting Minutes January 13, 2025 Call meeting to Order – Annie called the meeting to order at 6:30 pm. Pledge of Allegiance Present – Director Vickie Muszynski, Board Members, Annie Belka Van Buren, Steve Rostkowski, Andy Seiden, Debbie Arendt, Nick Cieslik, Gary Budzien, DPW Director Jason Equitz Tim Lynch & Mike Oechsner-Lynch & Associates Consent Agenda (One motion and second will approve all the following items) 1. Approval of minutes from Nov 11, 2024 Parks and Recreation Commission meeting 2. Approval of Revenue/Expenditure Report from December 31, 2024 3. Approval of Directors Report Motion by Debbie to APPROVE the consent agenda, seconded by Steve Rostkowski. Motion carried. Miscellaneous Business 1. Ben & Bennett Keating were unable to attend the meeting due to illness. 2. Honey Creek Trail -Lynch & Associates- Tim Lynch presented a design for the trails at the Honey Creek Nature Area. He said it made a lot of sense to use the trails that were already started. The board was asked if they wanted to expand the trails or to move forward with the plan they brought. The board liked this plan and thought it would be good to move forward with the plan as is as long as it was within budget & grant funds. Discussion was that the trails will be gravel and 10 feet wide with a 5-foot area on each side cut back. The plan has a proposed parking lot with potential for a play area and a pavilion. Tim talked with the DNR and they suggested bring something down right to the water. Tim presented a stone outcropping and the benefit of not just esthetics, but people could walk right down the rocks and sit there or fish from them. The board was in favor of the stone and said that would make this project really stand out. Access on HWY G was also discussed, permitting from the County would be needed for this access point. A culvert would allow access to this connection point. Tim will bring back an updated plan next month. 3. Park Restrooms Vickie reported that the grant they were going to apply for is more in-depth than expected so she was unable to apply for the 2024 grant in the short timeline. Planning and engineering for restrooms need to start now so that we can apply for the next grant. We would need to have a Municipal resolution, a community plan and cost estimates for the project. Photos and plans for the space and pictures of the amenities. It is a 50/50 match grant so match sources need to be secured as well. We have funds set aside for Playmore park and those funds could be used for restrooms at Playmore Park. Jason suggested contacting Tim Lynch to plan the project.
