Village of East Troy Parks and Recreation Board Meeting Minutes July 14, 2025 Call meeting to Order – Gary called the meeting to order at 6:32 pm. Pledge of Allegiance Present – Director Vickie Muszynski, Board Members, Annie Belka Van Buren, Steve Rostkowski, Sam Groskopf, Andy Seiden, Debbie Arendt, Gary Budzien, Village Board Trustee Dan Moody. Representing Lynch & Associates- Tim Lynch, Mike Oechsher. Excused – Consent Agenda (One motion and second will approve all the following items) 1. Approval of minutes from April 14, 2025, Parks and Recreation Commission meeting 2. Approval of Revenue/Expenditure Report -June 30, 2025 3. Approval of Directors Report PUBLIC COMMENTS: Steve Rostkowski brought to the attention of the board that while attending games at Mitchell Park the restrooms were not open/available. Motion by Debbie Arendt, seconded by Gary Budzien to approve consent agenda. Motion carried. Miscellaneous Business 1. Honey Creek Nature Trail update. Tim Lynch discussed a few things with the board. They have been working with the DNR on developing the trails. He said there were a few permitting challenges for the steppingstone’s outcroppings up to the water. They will have to stay above the ordinary high watermark where those stones start, so they will have to be set back slightly from the shore. The wetland delineation is complete there is a section of the trail that will need boardwalk to get across that section. Tim asked the board to offer suggestions for lighting or anything else that they would like to include. The board asked Tim to include lighting the creek area in the proposal. With suggestions of different color lighting for holidays and special events. Also, a request to add the pavilion/structure near the parking area to the proposal. 2. 2026 Operating Budget- A motion was made by Steve Rostkowski to keep the operating budget the same as needed. 2nd by Debbie Arendt, Motion Carried. Agenda Items to Discuss at Next Meeting- Adjourn – Motion by Debbie Arendt, seconded by Andy Seiden to adjourn the meeting at 7:26pm. Motion carried.
