Plan Commission & Architectural Review Board
September 12, 2016
1. Call to order – President Timms called the meeting to order at 6:30 pm
2. Verification of open meeting notice - Administrator Suhm verified the meeting
had been posted according to open meetings laws.
3. Roll call
Present: President Timms, Trustee Seager, Commissioners Edward Arendt,
John Grudnowski, Linda Kaplan, Anna Mack, Kirk Nelson
Excused:
Others: Zoning Administrator Tim Schwecke and Administrator Suhm
4. Approve Plan Commission minutes of July 11, 2016
Commissioner Arendt requested a correction to have the motion for Item 12
corrected to read motion seconded by Trustee Seager.
Motion by Trustee Seager, second by Commissioner Arendt to approve the
minutes as corrected. Motion carried.
5. Citizen participation – No citizen participation.
6. Conditional use application to establish a coffee roaster as an artisan shop at
2075 Division Street which is located in the Central Business (CB) zoning
district; Amber and Jeremiah Fox as operator, applicant (application 2016-31)
A. Public hearing
President Timms opened the public hearing.
Amber Fox and Jeramiah Fox introduced Lake Geneva Coffee Roastery. They
have been looking for about a year for a location. They have been roasting
coffee for about a year and plan to have a wholesale business and keep it
local. Their goal is to have fresh product available so will not need large
areas for storage. They would like to work local farmer’s markets and local
restaurants. Would like to teach people about coffee roasting. Some sales
but focus on wholesale and restaurants. Plan is to roast small batches by
electric roasters, if their business would grow the next size would be a 12 lb.
roaster. The Conditional use is drafted for level 1 or level 2 business usage.
Zoning Administrator Schwecke reviewed his staff report.

Motion by Trustee Seager, second by Commissioner Arendt to recommend to
the Village Board the approval of the conditional use subject to the terms in
the draft conditional use order dated September 7, 2016. Motion carried.
7. Site plan/plan of operation for a coffee roaster at 2075 Division Street; Amber
and Jeremiah Fox as operator, applicant (application 2016-35)
A. Possible decision by the Plan Commission
Motion by Trustee Seager, second by Commissioner Mack to approve the site
plan/plan of operation for the coffee roaster at 2075 Division Street
consisting of the existing building and adjoining parking area provided the
Village Board approves the conditional use for the proposed use. Motion
carried.
8. Extraterritorial review of a one-lot certified survey map in the Town of East
Troy; Tim O'Leary, applicant (application 2016-36)
A. Possible recommendation by the Plan Commission to the Village Board
This agenda item was taken out of order.
Motion by President Timms, second by Commissioner Arendt to approve the
one-lot certified survey map. Motion carried.
9. Discussion related to potential amendments of the zoning code (Chapter 510
of the municipal code)
A. Possible decision by the Plan Commission to set a public hearing date
Section 1-16 of the draft ordinance it makes the same change to all of the
zoning districts regarding public water and sewer services. The intent is to
allow a development to occur if they are not able to get public sewer and
water. Same changes for all zoning districts.
Section 16 is a new section of zoning code titled standards for water and
sewer services with exceptions to provide for review on a case-by-case basis
with recommendation from the Village Engineer and a determination by the
Village Board and could include Plan Commission recommendation as well.
Discuss regarding having decision standards for review so decision is not an
arbitrary decision followed.
Discussion occurred regarding a proposed situation that would allow for an
owner developing a parcel that would require no water/sewer adjacent to
vacant parcels to be allowed to not connect to the Village water/sewer
system initially however to have an agreement that once the adjacent
property needs services the owner in this situation would then need to hook
up to Village services. Trustee Seager was not comfortable with an
ordinance change for one potential business.
Zoning Administrator Schwecke reminded the Plan Commission this is a
policy discussion with many details. He offered suggestions on how to

handle the language and policies to address the plan for development and
connection to Village water/sewer services.
President Timms felt the current language is acceptable with the added
comment the decision will be up to the Village’s discretion. Discussion
followed regarding having no specific criteria set.
Further discussion occurred on developing language to address clarification
of the proposed ordinance.
Motion by President Timms, second by Trustee Seager to direct staff to
schedule a public hearing for the proposed ordinance amendment with the
addition of Zoning Administrator Schwecke’s comments for further
clarification on 16A and 16B. Motion carried.
(Went back to Item Six, as Item Eight was taken out of order.)
Zoning Administrator Schwecke reviewed the additional points covered in
the proposed amendments.
Motion by President Timms, second by Trustee Seager to direct Zoning
Administrator Schwecke to draft and schedule the public hearing. Motion
carried.
10. Recommendations for future agendas
Commissioner Arendt mentioned addressing Air B&B’s/transient rentals. Will
keep in mind for future discussions based on court case decisions.
11. Adjourn
Motion by Commissioner Arendt, second by Commissioner Mack to adjourn at
7:53.
