March 12, 2018
1. Call to order – President Seager called the meeting to order at 6:30 pm
2. Pledge of Allegiance
3. Verification of open meeting notice - Administrator Suhm verified the meeting
had been posted according to open meetings laws.
4. Roll call
Present: President Seager, Trustee Forty Renucci (arrived 6:32 p.m.),
Commissioners Edward Arendt, John Grudnowski, Roger Hayes,
Erin Seaverson, Benny Stichmann
Excused:
Others: Zoning Administrator Tim Schwecke, Building Inspector Scott
Johnson and Administrator Suhm
Youth in Government Representative – Matt Kisting
5. Approve Plan Commission minutes of February 12, 2018
Motion by Commissioner Arendt, second by Commissioner Grudnowski to
approve the minutes dated February 12, 2018. Motion carried.
Trustee Renucci joined the meeting.
6. Citizen participation
None.
7. Site plan for an additional monument sign for Gerard's Embrace located at
1995 Beulah Ave (RXUP 00045) pursuant to s. 510-135(B(5) of the zoning code
St. Peters (application 2018-05)

A. Possible action by the Plan Commission
Sue Healy presented the plans for the sign and location on behalf of
Gerard’s Embrace. The only lighting, if needed, will be low-voltage ground-
mounted lighting, potentially solar lighting.
Motion by Trustee Renucci, second by Commissioner Arendt to approve the
monument sign for Gerard’s Embrace, through St. Peter’s Church, as
depicted.
Commissioner Seaverson expressed discomfort with approving the signage
and not seeing the lighting with the plans, especially considering it is in a

residential area. Discussed the nature of low-voltage lighting. Ms. Healy
stated if the street lighting is adequate to see the signage they would not
install any lighting.
Advisory Vote – Motion carried.

8. Site plan for third building in Hidden Glenn Condominiums located off of
Edwards Street; Red Leaf Development, LLC (application 2018-06)

A. Possible action by the Plan Commission
Zoning Administrator Schwecke explained the condo plat was approved in
2006. There are three buildings on the plat that was approved, but only two
have been built. The applicant would like to complete the development by
constructing the third building. Zoning Administrator Schwecke verified he
reviewed the site plan and it is the same from 2006. Steve O’Clair,
applicant, was present to address questions.
Motion by President Seager, second by Commissioner Arendt to approve the
building elevations for the final building in the Hidden Glenn Condominiums.
All other aspects of the 2006 site plan approval remain unchanged.
Advisory Vote – Motion carried.

9. Amendment of the zoning code with regard to accessory buildings and related
matters (application 2018-03)

A. Public hearing
President Seager opened the public hearing.
Zoning Administrator Schwecke reviewed the staff report dated March 8,
2018.
Mary Nicoson stated she does not agree with the ordinance change.
With no further comments, President Seager closed the public hearing.
B. Possible recommendation by the Plan Commission to the Village Board
Motion by Commissioner Seaverson, second by Commissioner Arendt to
recommend to the Village Board approval of the Ordinance based on the
findings contained in the proposed ordinance.
President Seager questioned access to accessory buildings for vehicles.
Zoning Administrator Schwecke stated the ordinance does not address it,
nor does the amendment. The Commission discussed if a detached building
is utilized as a garage how it will be accessed and when a hard surface
should be required.

10. Amend the zoning code with regard to storage of vehicles, boats, trailers in
residential districts (application 2018-04)

A. Public hearing
Zoning Administrator Schwecke reviewed the staff report. He reviewed
suggested modifications after a conversation with Administrator Suhm that
included changing the section number to 510-93.1, adding residential to the
title and adding residential to section B so it is clear these regulations only
apply to residential properties. The Commission discussed the distance of 3
feet from a lot line with a suggestion from President Seager that it should be
changed to 5 feet, which is consistent with the distance required for
accessory structures and driveways. After discussion, the consensus of the
commission was to modify the distance.
Mary Nicoson stated she disagrees with this ordinance. She expressed
concerns about existing situations and whether they would be
grandfathered. She also expressed concerns there are older homes and lots
in the Village that may not be able to conform to the standards.
Commissioner Stichmann explained he had a resident contact him who had
received a notice from the compliance officer and the ordinance being
considered will rectify the situation because it is not as restrictive as the
prior ordinance was.
Commissioner Seaverson stated she was concerned this will move the
storage to areas visible from the street since it is limiting the storage in the
backyard.
President Seager closed the public hearing.
B. Possible recommendation by the Plan Commission to the Village Board.
Motion by President Seager, second by Commissioner Arendt to recommend
to the Village Board approval of the proposed ordinance based on the
findings contained in the proposed ordinance with the amendments
discussed.
Advisory Vote – Motion carried.
Plan Commission 6-1 with Commissioner Seaverson voting no.
11. Recommendations for future agendas
The Commission discussed considering a way to differentiate between the
older and newer properties within the Village. Discussed different zoning
districts. Trustee Renucci questioned a garage that burnt down and could not
be replaced with the same size because it was a substandard lot. It was

clarified the code does allow an individual to rebuild the exact same footprint,
height, etc., in the case of destruction.
Building Inspector Johnson added he also thinks the Commission should look at
how a driveway can be added if an older home without a detached garage
would add one behind the home. He recognized these lots may not have
enough space to allow for a driveway with the setbacks.
The Commission also discussed the need to review requirements for driveways
related to accessory buildings.
The Commission questioned if the Code Compliance Officer would provide them
a report of what is being enforced. Administrator Suhm stated this is already
being provided to the Village Board and she would follow up with the
Compliance Officer to request future reports for the Plan Commission as well.

Motion by President Seager, second by Commissioner Arendt to adjourn.
