Minutes Village of East Troy Plan Commission & Architectural Review Board 2015 Energy Drive August 28, 2018 6:30 p.m. 1. Call to order – President Seager called the meeting to order at 6:30 pm 2. Pledge of Allegiance 3. Verification of open meeting notice - Administrator Suhm verified the meeting had been posted according to open meetings laws. 4. Roll call Present: President Seager, Commissioners Roger Hayes, Mary Nugent, Erin Seaverson, Benny Stichmann Excused: Trustee Forty Renucci, Commissioner Edward Arendt Others: Zoning Administrator Tim Schwecke, and Administrator Eileen Suhm 5. Discussion/Workshop related to potential changes for the update to the Village of East Troy Comprehensive Plan Zoning Administrator Schwecke reviewed the following points: • The state adopted a law requiring a comprehensive plan for municipalities issuing building permits in 1999. The Village adopted the first comprehensive plan within the required 10-year period in 2009. • This will be the 10-year update • He proposed breaking the document into two documents, one containing background and the other containing future plans. The bulk of the current document is comprised of the background. The Commission agreed with this proposal. • Rezoning needs to be consistent with the future land use map. • Discussed general plans are more desirable than specific. Specific may require more amendments in the future. • Reviewed the proposed table of contents for the plan document • Discussed process, the plan commission is the lead entity in doing the update. Previously the Village had a steering committee which involved citizens. The recommendations came from the committee to the Plan Commission. The Plan Commission then passes a resolution recommending the plan to the Village Board. The public hearing is held by the Village Board because the comp plan is adopted by ordinance. There is not an anticipated public participation level as high as was the first time because it is anticipated this will be a simple update. Changing this is an option if the Plan Commission determines there will be more significant changes. • Reviewed list of trends created by Zoning Administrator Schwecke and discussed the trend column is reflective of looking forward 20 years. After the explanation of the process, Commission discussion included the following:  • General discussion regarding controlled growth and desired types of businesses • Began the review of the goals and objectives, Steve Rostkowski (citizen attendee) distributed a page from the 2009 plan encouraging the Commission to make that area an asset o Discussed natural resources add sixth objective for restoration of the area where the dam was. Creek area restoration. Trent Tube property. o Add policy allow for and provide for pedestrian, bicycle access for natural resource access and education o Utilize Village owned property for park system o Remove item 4, non-metallic mining registration and operation standard The Commission will continue to review the goals and objectives as well as the major issues in the working draft.
