1. Call to order – President Seager called the meeting to order at 6:30 pm
2. Pledge of Allegiance
3. Verification of open meeting notice - Administrator Suhm verified the meeting had been posted
according to open meetings laws.
4. Roll call
Present: President Seager, Trustee Renucci, Commissioners Roger Hayes, Erin Seaverson,
Benny Stichmann
Excused: Commissioners Edward Arendt, Mary Nugent
Others: Zoning Administrator Tim Schwecke and Administrator Eileen Suhm
5. Discussion/Workshop related to potential changes for the update to the Village of East Troy
Comprehensive Plan
Due to her absence at the prior meeting workshop, Commissioner Seaverson asked to review a
couple of items from the prior meeting. In this review it was determined item 4, policy 12 will
need to be reviewed by Attorney Pruitt due to the elimination of park impact fees.
The Commission began the workshop by reviewing item 6 Utilities and Community Facilities
Goals, Objectives and Policies.
• Objectives Section
o 5 – Discussed ways to calculate level of service standards based on population
projections. Decided to keep the wording the same.
• Policies
o 9 – Change word “develop” to “continue to use”
o 10 – change to “adopt tools and techniques to ensure new development pays
for itself”
o 12 – remove words “extreme barrier”
Item 7 – Housing and Neighborhood Development Goals, Objectives, and Policies
• Goals
o Discussed the need for something that distinguishes between the neighborhood
types.
• Objectives Section
o 1 – Under this item, discussed the zoning code does not specify what “high
quality” is. Change this item to “Encourage development that reflects the
residential character of the existing neighborhoods.”
o 2 – remove the word “provide” and change to “encourage”
o 3 – Change to: “Encourage a mix of housing types and avoid the
overconcentration of a single type.”
o 6 – remove the word “essential”
• Policies
o 1 - Discussed that there should be an overall benchmark for the Village.
Eliminate the wording that would make this apply only to new neighborhoods.
Additional land will not be rezoned for multifamily if this threshold is exceeded.
Zoning Administrator Schwecke handed out an example of a vision statement from the Town of La
Pointe. He asked the members to identify the things they would like to keep and then identify the
things they would like to change in the future. He suggested developing a vision and then talking to the
school board, churches, and business associations to see if they agree with the vision.
Zoning Administrator Schwecke also handed out a packet for the next plan commission meeting
pertaining to an item on the agenda regarding the zoning code amendment for conditional uses (2017
Act 67).
Motion by President Seager, second by Commissioner Stichmann to adjourn at 8:34 p.m. Motion
carried.
