1. Call to order- President Seager called the meeting to order at 6:30 pm
2. Pledge of Allegiance
3. Verification of open meeting notice – Administrator Suhm verified the meeting had been posted
according to open meetings laws.
4. Roll call
Present: President Seager, Trustee Renucci, Commissioners Edward Arendt, Roger Hayes,
Mary Nugent, Benny Stichmann, Erin Seaverson
Others: Zoning Administrator Tim Schwecke, Administrator Suhm, Deputy Clerk Alexander,
Building Inspector Johnson, Youth in Government Advisory Member Michael Rosin
5. Approve Plan Commission minutes of February 11, 2019
Motion by Commissioner Arendt, second by Commissioner Stichmann, to approve the minutes as
presented. Advisory – Motion carried, Commission – Motion carried, with Commissioners Nugent
and Trustee Renucci abstaining.
6. Citizen participation
Steve Rostkowski, 2957 North Shore Dr., spoke regarding item 11 on the agenda and inquired if
there has been Plan Commission involvement in the Honey Creek restoration plan as it may relate
to the Comprehensive Plan.
Patrick Wright, 2090 Beulah Ave., spoke regarding item 12 on the agenda. He would like to build a
detached garage and he discussed the requirement that garages be constructed in the rear yard, but
his lot has a much larger side yard. Building in the rear yard would require it be attached and be
costlier. He is seeking an opportunity to utilize his side yard add the garage and increase his
property value.
7. Conditional use for a telecommunication tower located at 2030 Young Street (RXUP00209B1);
AT&T, applicant; Phase 1 Consulting, Sal Randazzo agent (application: 2018-39)
A. Public hearing
President Seager opened the public hearing. President Seager called for public comment and no
comments were made. Motion by Trustee Renucci, seconded by President Seager, to postpone the
public hearing until the April 3, 2019 at the request of the applicant.
Advisory – Motion carried, Commission – Motion carried.
President Seager amended the motion to correct the date to April 8, 2019 at the next Plan
Commission meeting, second by Commissioner Seaverson.
Advisory – Motion carried, Commission – Motion carried.
B. Possible recommendation by the Plan Commission to the Village Board
Note: The applicant has requested that the public hearing be adjourned to the meeting on April 8,
2019 to allow more time to do the testing on the SBA tower.
8. Site plan for a telecommunication tower located at 2030 Young Street (RXUP00209B1); AT&T,
applicant; Phase 1 Consulting, Sal Randazzo agent (application: 2018-42)
A. Possible action by the Plan Commission
Motion by President Seager, second by Trustee Renucci, to table this item.

9. Amend the text of the zoning code with regard to indoor mushroom production (application 2019-
01)
A. Public hearing
President Seager opened the public hearing. Zoning Administrator Schwecke reviewed his staff
report dated March 11, 2018. There were no further comments. President Seager closed the public
hearing.
B. Possible recommendation by the Plan Commission to the Village Board
Motion by Commissioner Seaverson, second by Commissioner Arendt, to recommend to the Village
Board the approval of the ordinance as drafted, based on the findings contained in the proposed
ordinance

10. Certified survey map (CSM) with four lots in extraterritorial area in Town of East Troy; Michael
Fields Agricultural Institute, Inc. (Perry Brown, agent) (application 2019-03)
A. Possible recommendation by the Plan Commission to the Village Board
Zoning Administrator Schwecke reviewed his staff report dated March 6, 2019. Mike Greeson,
surveyor, was present to answer any questions and explained that the residential property on
corner and the business lot are going to be purchased and the new owners will be requesting
rezoning of the corner as residential from the Town of East Troy.
Motion by President Seager, second by Commissioner Arendt, to recommend to the Village Board
the approval of the proposed CSM in the Town of East Troy subject to the following condition(s):
1. Prior to the Village signing the final CSM, the property owner shall reimburse the Village
of East Troy for all unpaid costs and expenses of any type that the Village incurs in
connection with this development, including the cost of professional services incurred
by the Village (including engineering, legal, planning and other consulting fees) for the
review and preparation of required documents or attendance at meetings or other
related professional services for this application.
2. The property owner shall comply with any comments from the Village Engineer.

11. Comprehensive Plan work session (time permitting)
The next workshop meeting was set for April 16, 2019 at 5 p.m. The discussion included Economic
Development Policies and Intergovernmental Cooperation Goals and Objectives:
• Neighborhood business districts
• Development within TIF Districts and law changes
• Possibilities for restrictive deeds and covenants.
• Development incentives
• Vision for the Village and the types of businesses desired to attract to maintain the historic
home town goal
• The Village’s involvement with Connect Communities, the CDA and possibility of a BID
• President Seager explained the Presidents meetings that he attends with the Town Board
Presidents and the Tri-Troy meetings.
Zoning Administrator Schwecke explained that the next steps are to finalize the draft
Comprehensive Plan and recommend its adoption to the Village Board. The development of the
future land use map, transportation, growth and employment that flows from this overall vision will
be discussed at the meeting on April 16. The future land use map is the foundation for any rezoning

and needs to be a guide with structure but not restrictive. Zoning Administrator Schwecke will work
on the discussed edits for next month meeting for Plan Commission approval.
12. Discussion related to development standards for garages within the older parts of the Village
President Seager took item 12 out of order prior to item 11.
Zoning Administrator Schwecke reviewed his staff report dated March 6, 2019, specifically that
garages need to be situated in the rear yard but there are some lots with no rear yards. Discussion
followed regarding the code changes that came into effect in 2011 and 2018, and how to
accommodate the older lots in the village with these specific situations, how to maintain the
streetscape by setting the garage back from the front of the home, and setbacks from the lot lines.
Discussion followed about options to craft language to amend the ordinance that will work for older
lots within the village as well as current construction, if these situations would be allowed by the
ordinance language or be required to come before the Plan Commission, how to define when a side
yard option would be allowable, policy points including setbacks, when an application would require
Plan Commission approval, how to safeguard the community and maintain the character of the
neighborhoods, the possible problems with special exceptions and if the date of the building should
be considered.
Zoning Administrator Schwecke will draft and bring it back to the Plan Commission suggested
language for this amendment.
President Seager then explained to Mr. Wright the Plan Commission would like to allow his garage
plan but needs to develop language that will be applicable to all residents.

storage)
3. Possible amendment of the zoning code regarding tree protection standards for new

• Revisit the land division regulations as applies to ETZ’s and need to clean up some conflicting
language to resolve – for April meeting
• Ordinance for short term rentals – for April meeting
• Rezone for property on west side of Hwy 120 and the overlay district, possibly working with
representatives for the properties and then setting a public hearing date
