1. Call to order- President Seager called the meeting to order at 6:33 p.m.
2. Pledge of Allegiance
3. Verification of open meeting notice– Administrator Suhm verified the meeting had been posted
according to open meetings laws.
4. Roll call
Present: President Seager, Trustee Renucci Commissioners Roger Hayes, Benny Stichmann, Erin
Seaverson
Excused: Commissioners Edward Arendt, YIG Michael Rosin
Others: Zoning Administrator Tim Schwecke, Administrator Suhm
5. Approve Plan Commission minutes of April 8, 2019; April 16, 2019; and April 29, 2019 –
Motion by President Seager, second by Commissioner Seaverson, to approve the minutes from
April 8, April 16 and April 29, 2019. Motion carried.
6. Citizen participation
Steve Rostkowski, 2959 North Shore Dr., requested to be on the next Plan Commission agenda to
discuss the dam removal and the future of the area.
7. Conditional use for a telecommunication tower located at 2030 Young Street (RXUP00209B1);
AT&T, applicant; Phase 1 Consulting, Sal Randazzo agent (application: 2018-39)
A. Public hearing
B. Possible recommendation by the Plan Commission to the Village Board
The Village received a letter from the applicant formally withdrawing their application, allowing
Items 7 and 8 to be struck from the agenda.
8. Site plan for a telecommunication tower located at 2030 Young Street (RXUP00209B1); AT&T,
applicant; Phase 1 Consulting, Sal Randazzo agent (application: 2018-42)
A. Possible action by the Plan Commission
The Village received a letter from the applicant formally withdrawing their application, allowing
Items 7 and 8 to be struck from the agenda.
9. Review of exterior renovations for the East Troy House located at 2093 Division Street; David M.
Allen, applicant (application: 2019-10)
A. Possible action by the Plan Commission
Zoning Administrator Schwecke reviewed his staff report for the renovations proposed for the East
Troy House. The applicant responded to questions regarding the intended paint color of the soffit
and facia which will be painted to match the building.

Motion by President Seager, second by Trustee Renucci, to approve the revisions to the façade as
proposed. Motion carried.
10. Amend site plan for LD’s Barbeque located at 2511 Main Street by moving the smokers to an
outdoor area south of the building with plans to enclose them with a roof; Leon Davis, applicant
(application: 2019-12)
A. Possible action by the Plan Commission
Zoning Administrator Schwecke reviewed his staff report for the amendment to a previously
approved site plan to move the smokers onto a concrete pad with potential to cover the area
later. Discussion included security of the area. The State has required the smokers to be moved
due to lack of ability to install a hood and fire suppression at the current location.
Motion by President Seager, second by Trustee Renucci, approve the amendment of the site plan
as proposed; all aspects of prior approvals remain unchanged to approve the amendment. Motion
carried.
11. Certified survey map with three lots in extraterritorial area in Town of East Troy located at
N9047 East Shore Road (PET700002D); Paul Smyczek applicant (application 2019-13)
A. Possible recommendation by the Plan Commission to the Village Board
Trustee Renucci pointed out that the physical location is N9047 Stringers Bridge Road. The
applicant explained that the Town of East Troy has approved the lot division and he is allowing his
children to build homes on the family property. Zoning Administrator Schwecke reviewed his
memo and the applicant indicated that there may be a future division of lot 2.
Motion by Commissioner Seaverson, second by Commissioner Stichmann, to recommend
approval of the proposed CSM in the Town of East Troy subject to the stated conditions to the
Village Board. Motion carried.
12. Amend the text of the zoning code with regard to nonconformities (application 2019-08)
A. Public hearing
B. Possible action by the Plan Commission
President Seager opened the public hearing at 6:50 p.m. There were no comments. Zoning
Administrator Schwecke reviewed his memo. President Seager closed the public hearing at 6:52
p.m.
Motion by Commissioner Stichmann, second by Commission Seaverson, to recommend to the
Village Board the approval of the ordinance as drafted, based on the findings contained in the
proposed ordinance. Motion carried.

13. Amend the text of the zoning code with regard to accessory buildings (application 2019-09)
A. Public hearing
B. Possible action by the Plan Commission
President Seager opened the public hearing at 6:53 p.m. There were no comments. Zoning
Administrator Schwecke reviewed his memo. Discussed changing “garage” to “accessory building”
throughout the text for consistency. President Seager closed the public hearing at 6: 56 p.m.
Motion by Commissioner Severson, second by Trustee Renucci, to recommend to the Village Board
the approval of the ordinance as drafted, based on the findings contained in the proposed
ordinance. Motion carried.
Commissioner Arendt joined the meeting at 7:02 p.m.
14. Discussion related to potential revisions to the zoning code with regard to contractor
shop/showroom
A. Possible action by the Plan Commission
Zoning Administrator Schwecke reviewed his memo to accommodate contractor shop/showroom.
The material requested from a current user had not been yet provided.
Motion by President Seager, second by Trustee Renucci, to table this item. Motion carried, with
Commissioner Seaverson voting no and Commissioner Arendt abstained.
15. Comprehensive Plan work session (time permitting)
Discussion continued of the comprehensive plan materials including the vision statement,
language identifying the Downtown Village Square and Downtown, cul de sacs and development
density.
16. Recommendations for future agendas (no packet materials)

detached buildings
2. Possible amendment of the zoning code regarding metal shipping containers (for storage)
