Village of East Troy Plan Commission

August 12, 2019
6:30 p.m.
1. Call to order- Administrator Suhm called the meeting to order at 6:30 p.m.
2. Pledge of Allegiance
3. Verification of open meeting notice– Administrator Suhm verified the meeting had been posted
according to open meetings laws.
4. Roll call
Present: Trustee Renucci, Commissioners Edward Arendt, Erin Seaverson Roger Hayes, Benny
Stichmann, Chris Bottoni
Excused: President Seager
Others: Administrator Suhm, Deputy Clerk Alexander
Motion by Commissioner Stichmann, second by Commissioner Arendt to appoint Trustee Renucci
as Chairperson for the meeting. Motion carried.
5. Approve Plan Commission minutes of July 8, 2019
Motion by Commissioner Hayes, second by Commissioner Bottoni, to approve the minutes from
July 8, 2019 as presented. Motion carried, with Commissioners Seaverson and Arendt abstaining.
6. Citizen participation
John Biersack, 2069 Beulah Ave. representative of the East Troy Lions Club, spoke to the
Commission for guidance on the process to present request and plans to build a permanent
pavilion at Rossmiller Sports Complex. Administrator Suhm explained the initial steps needed and
Mr. Biersack was directed to contact staff for additional detail, appropriate forms and to be
placed on a future Plan Commission agenda.
7. Amend site plan for a parking lot expansion and 20x20 patio area for employees located at 2720
Buell Drive (RA290600002) O’Leary Plumbing and Heating, applicant (application 2019-18)
A. Plan Commission review and discussion
B. Possible decision by the Plan Commission
Administrator Suhm explained the findings in the staff report. Kevin O’Leary, O’Leary Plumbing,
2720 Buell Dr., explained their business is growing and the need for additional parking spaces and
they would like to provide a patio for employees. There are easements on the west side of their
property that will not be affected by the planned expansion.
Motion by Commissioner Seaverson, second by Commissioner Arendt, to approve the
amendment of the site plan, as proposed, provided all aspects of prior approvals remain
unchanged and the petitioner submits a landscape plan to the Zoning Administrator that complies
with all landscape requirements set forth in the zoning code. Motion carried.
8. Amend the Village's land division regulations (Chapter 495 of the Municipal Code) relating to
extraterritorial review (application 2019-16)
A. Public hearing

public hearing.
Administrator Suhm explained the purpose of this amendment was to clarify conflicting language
within the ordinance.
Motion by Commissioner Arendt, second by Commissioner Seaverson, to recommend the Village
Board approve the ordinance as drafted, based on the findings contained in the proposed
ordinance. Motion carried.
9. Amend the Village's land division regulations (Chapter 495 of the Municipal Code relating to
extension of water and sewer facilities (application 2019-17)
A. Public hearing
B. Possible recommendation to Village Board
Trustee Renucci opened the public hearing. There were no comments. Trustee Renucci closed the
public hearing.
Commissioner Seaverson asked for clarification that this pertained to properties within the Village
and Administrator Suhm confirmed that is correct.
Motion by Commissioner Arendt, second by Commissioner Bottoni, to recommend the Village
Board approve the ordinance as drafted, based on the findings contained in the proposed
ordinance. Motion carried.
10. Amend the Village’s zoning code (Chapter 500 of the Municipal Code) relating to contractor
shop/showroom (application 2019-14)
A. Public hearing
B. Possible recommendation to Village Board
Trustee Renucci opened the public hearing. There were no comments. Trustee Renucci closed the
public hearing.
Motion by Commissioner Seaverson, second by Commissioner Hayes, to recommend the Village
Board approve the ordinance as drafted, based on the findings contained in the proposed
ordinance. Motion carried.
11. Amend the Village’s zoning code (Chapter 500 of the Municipal Code) relating to swimming
pools and outdoor furnaces (application 2019-15)
A. Public hearing
B. Possible recommendation to Village Board
Trustee Renucci opened the public hearing. There were no comments. Trustee Renucci closed the
public hearing.
Administrator Suhm pointed out the language changes that had been requested from the last
draft. Building Inspector, Scott Johnson approved of the language changes.

Board approve the ordinance as drafted, based on the findings contained in the proposed
ordinance. Motion carried.
