Minutes Village of East Troy Plan Commission 2015 Energy Drive September 14, 2020 6:30 p.m. 1. Call to order- President Seager called the meeting to order at 6:30 p.m. 2. Pledge of Allegiance 3. Verification of open meeting notice – Clerk Alexander verified the meeting had been posted according to open meetings laws. 4. Roll call Present: President Seager, Trustee Renucci, Commissioners Edward Arendt, Chris Bottoni, Roger Hayes, Benny Stichmann, Excused: Joe Wisniewski Others: Zoning Administrator Schwecke, Administrator Suhm, Deputy Clerk Alexander 5. Citizen Participation No citizen participation 6. Approve Plan Commission minutes of August 20, 2020 Clerk Alexander noted a correction to the minutes for the date and Zoning Administrator Schwecke’ s name. Motion by Commissioner Stichmann, second by Commissioner Arendt, to approve the minutes from August 20, as corrected. Motion carried. 7. Potential revisions to the zoning code regarding truck stops in commercial/industrial districts (no packet materials) A. Discussion (no action) Zoning Administrator Schwecke reviewed a plan request from Kwik Trip to expand to the north of their current location with truck fueling. Currently there is no provision for this use in the zoning code and would require a zoning code amendment to allow this use. This discussion is the first step in process to address concerns and issues. This location is zoned Highway Business currently. If the Commission would consider this amendment Zoning Administrator Schwecke offered the suggestion to allow the use within this zoning district by Conditional Use. Administrator Suhm suggested offering a restriction for the use such as the use is allowed within a specific distance from the interstate. Zoning Administrator Schwecke agreed that this type of restriction could be incorporated into the amendment. He discussed other considerations for truck stops such as traffic patterns and amounts, parking, overnight parking, noise, trucks running for extended periods and proximity to residential areas. The site plan shows about 20 parking spaces for trucks, fueling but does not show beds, showers or laundry and is proposing using the existing facility as their point of sale location. Troy Meleziva, Real Estate Manager for Kwik Trip, stated that a detailed plan would be provided if the Plan Commission open to considering a zoning amendment. This location would offer truck refueling but not a full travel center. Direction to staff was to draft a potential amendment including the discussed points and to consider other sample ordinances to bring back to the Commission. 8. Potential revisions to the zoning code regarding roof-top dining / patios in the downtown zoning district (no packet materials) A. Discussion (no action) Administrator Suhm explained that this request stems from the CDA purchase the 2919 Main St. property and the recently received proposal for development of the property that included a restaurant and bakery with proposed rooftop dining with a pergola. Zoning Administrator Schwecke stated that there is currently nothing in the code that authorizes roof top dining or patios, especially in the central business district. Possible considerations for this use may include noise, lighting and music while considering the potential impacts to the area to determine if it is or isn’t a good fit. If this is determined to not be a good fit for the area, then the code would not require an amendment. General comments from Commissioners included that the idea was interesting, there is more and more open air seating on the Square, some with music, safety would be important for rooftop dining, idea seems to fit in with the downtown model, the architectural style should blend with the area and there should be consideration of the amount of outdoor activities and music at other businesses on the Square as the proposed sidewalk expansion and other improvements proposed in the reconstruction for 2021. Direction to staff was to draft a potential amendment including the discussed points and to consider other sample ordinances to bring back to the Commission. 9. Next meeting: October 12 10.
