1. Call to order- President Seager called the meeting to order at 6:30 p.m.
2. Pledge of Allegiance
3. Verification of open meeting notice – Administrator Suhm verified the meeting had been posted
according to open meetings laws.
4. Roll call
Present: President Seager, Trustee Renucci, Commissioners Edward Arendt (via Zoom), Roger
Hayes and Benny Stichmann
Absent: Commissioner Chris Bottoni
Others: Zoning Administrator Schwecke (via Zoom), Building Inspector Scott Johnson, and
Administrator Suhm
5. Citizen participation

6. Approve Plan Commission minutes of April 12, 2021
Motion by Trustee Renucci, second by Commissioner Stichmann, to approve the minutes dated
April 12, 2021. Motion carried.
7. Extraterritorial review for a certified survey map for 2 lots located at W1535 South Shore Drive
(P ET 900040B); Elizabeth Lanham, applicant (application 2021-05)
A. Potential recommendation by Plan Commission to Village Board
Zoning Administrator Schwecke reviewed his staff report dated May 6, 2021, stating the
property is in the Town of East Troy. The CSM creates two parcels, one is approximately 5
acres for the existing house and other parcel is 10.6 acres. He has not heard any comments
back from the Village Engineer.
Motion by Commissioner Stichmann, second by Commissioner Arendt, to recommend approval
of the proposed CSM to the Village Board subject to the conditions in staff report. Motion
carried.
8. Discussion related to potential amendment of the zoning code to allow modular buildings at the
East Troy Municipal Airport
A. Review and discussion
Administrator Suhm asked that this item be tabled because the individual requesting this has
not submitted an executed reimbursable services chargeback form to the Village.
B. Potential action
Motion by Trustee Renucci, second by Commissioner Stichmann, to table for a future agenda.

9. Discussion related to potential amendment of the zoning code related to building demolitions
in the Downtown Design District
A. Review and discussion
Zoning Administrator Schwecke reviewed his staff report and the accompanying draft
ordinance dated May 6, 2021. He explained the proposed ordinance was structured to address
different situations. The first, the developer comes ready with redevelopment plans with an
accompanying timeline. Second, there is no plan for future development so a landscaping plan
would be required. Third, the timeline for removal of debris is defined along with the
requirement that the site be restored to a level condition if the new development does not
commence upon completion of the demolition.
Commissioners discussed the one-year requirement for the landscape plan to be implemented
under section B and agreed they would prefer this to be six months. They also discussed the
possibility that landscaping requirements could be phased, requiring more permanent
landscaping if it is going to be there for an extended period as well as to encourage
redevelopment. Commissioners expressed they would like to see the criteria for landscaping
requirements incorporated. The Commission also discussed a timeline of 18 months for the
future development to occur, what the Village’s recourse will be if landscaping does not occur,
revising the timeline to remove debris from the site under section C from four months to three
months, and the requirement within the code to remove foundations. It was clarified by
Building Inspector Johnson, the requirement to remove foundations was added to the code
after the foundation for a vacant lot on the square had been buried. Trustee Renucci also
explained at the time there were concerns if that foundation were removed it could impact the
integrity of Highway 120/Church Street adjacent to the parcel.
Zoning Administrator Schwecke will incorporate the discussed items into the draft and bring it
back to the Plan Commission for further discussion and review.

10. Discussion related to potential revisions to the Village’s comprehensive plan (no packet
materials)
A. Review and discussion
Commissioners discussed what to address first, gaps in zoning densities for multifamily, the the
policy and percentage limitation in the comprehensive plan, or the definition of multifamily.
Discussion included the fact that multifamily has focused on MR10 and whether a less dense
category such as TR9 or lesser should be counted the same. After discussion, Zoning
Administrator Schwecke suggested the Commission could consider a policy that would restrict
multifamily rezoning for densities greater than 5 units per acre based on the percentage of
multifamily housing ratio but allow for densities of less than 5 units per acre to be rezoned
regardless of where the percentage is at. With this approach we would be restricting the
rezoning for higher densities. Zoning Administrator Schwecke was asked to draft something for
the Commission to consider. He will not get too specific initially and will add to the document

after further discussion.
