Minutes Village of East Troy Plan Commission 2015 Energy Drive May 9, 2022 6:30 p.m. 1. Call to order- President Seager called the meeting to order at 6:30 p.m. 2. Pledge of Allegiance 3. Verification of open meeting notice – Clerk Alexander verified the meeting had been posted according to open meetings laws. 4. Roll call Present: President Seager, Trustee Renucci, Commissioners Edward Arendt, Chris Bottoni, Roger Hayes, Jacob Lederhaus, and John Merath Others: Zoning Administrator Schwecke, Administrator Suhm, Clerk Alexander 5. Citizen participation – none 6. Approve Plan Commission minutes of April 11, 2022 Motion by Trustee Renucci, seconded by Commissioner Hayes, to approve minutes as presented. Motion carried. 7. Discussion related to potential revisions to the Village’s zoning code (chapter 510) by establishing a Central Business Transition (CBT) district and related matters Motion by Commissioner Arendt, second by Commissioner Hayes, to direct staff to place this item on the next agenda and schedule the public hearing. Motion carried. 8. Discussion related to potential revisions to the Village’s zoning code (chapter 510) by establishing an overlay district for design standards for TID #4 Administrator Suhm suggested adding that dumpsters be enclosed and that freight handling areas be at side or back of the building and not street facing. Discussion included those points as well as consideration of requirements for decorative masonry or metal panel, other options for architectural detail or appearances that would be less limiting than masonry, desire to have buildings sturdy and good looking, additional options for architectural design, reviewed the Mukwonago example rendering for varied design for long expanses of wall, reviewed and adjusted the new map for the overlay district, not allowing personal storage units, desire to increase employment opportunities and tax base. Motion by Commissioner Arendt, seconded by Trustee Renucci, to direct staff to place this item on the next agenda with the revisions as discussed and schedule the public hearing. Motion carried. 9. Discussion related to potential revisions to the Village zoning code (chapter 510) with regard to residential driveway standards Discussion of driveway standards and design for residential driveways included maximum widths, set-backs, the current 8’ set-back for taper requirement, possible consideration of an angle allowance to accommodate larger vehicles and/or number of vehicles, realization that current requirements may cause landscaping issues, allowance of wider curb cuts, maintain functionality of the driveway for realistic use by current lifestyles, and the need to incorporate the sidewalk standards of 6” concrete at drive apron where sidewalk may be. Direction to staff was to draft a revision and bring back for review. 10. Recommendations for future agendas (no packet materials) • Revise application requirements for rezoning petitions • Consider prohibition of franchise restaurants or retail establishment in the Central Business District/Central Business Transition District and prepare for this discussion for the next meeting. 11. Next meeting: June 13, 2022, at 6:30 pm, if needed 12. Adjourn Motion by President Seager, second by Trustee Renucci, to adjourn. Motion carried at 7:14 pm.
