Minutes Village of East Troy Plan Commission 2015 Energy Drive October 10, 2022 6:30 p.m. 1. Call to order- President Seager called the meeting to order at 6:30 p.m. 2. Pledge of Allegiance 3. Verification of open meeting notice – Clerk Alexander verified the meeting had been posted according to open meetings laws. 4. Roll call Present: President Seager, Trustee Renucci, Commissioners Edward Arendt, Chris Bottoni, Jacob Lederhaus and John Merath Excused: Roger Hayes Others: Zoning Administrator Schwecke, Administrator Suhm, Clerk Alexander 5. Citizen participation None 6. Approve Plan Commission minutes of September 12, 2022 Motion by Trustee Renucci, second by Commissioner Merath, to approve the minutes from September 12, 2022. Motion carried. 7. Site plan review for a tear-down and rebuild part of existing building located at 2535 Energy Drive; Benchmark Landscape Management, applicant (application 2022-33) A. Discussion and possible action Motion by Commissioner Bottoni, second by Commissioner Arendt, to approve the revised site plan/plan of operation as proposed subject to the following conditions: 1. The owner must obtain a building permit for the work within 9 months of this date and start the work within 14 months of this date and continue in good faith to completion. 2. All other aspects of the previously approved site plan and plan of operation will remain unchanged. Motion carried. 8. Site plan review for a tear-down and rebuild part of existing building located at 2021 Beulah Avenue; Allan Integrated Control Systems (Ted Zess, agent) (application 2022-34) A. Discussion and possible action Motion by Commissioner Arendt, second by Trustee Renucci, to approve the revised site plan/plan of operation as proposed subject to the following conditions: 1. The owner must obtain a building permit for the work within 9 months of this date and start the work within 14 months of this date and continue in good faith to completion. 2. All other aspects of the previously approved site plan and plan of operation will remain unchanged. Motion carried. 9. Discussion related to potential amendments of the Mixed Business/Light Industrial Design Overlay District in Article XX of the Village’s zoning regulations A. Possible action to set a public hearing date for the text amendment The draft ordinance language was reviewed. Motion by Commissioner Arendt, second by Trustee Renucci, to direct staff to set the public hearing date for the text amendment as drafted. Motion carried. 10. Discussion related to franchise establishments in the downtown area Zoning Administration Schwecke presented his research on this topic and discussion concluded that the current architectural standards are sufficient to address future development in the  downtown area. 11. Discussion related to requiring a pre-construction meeting for major private development projects The proposed additional language to approvals was discussed and it was agreed that pre- construction meetings for major private developments would be beneficial. Staff will add the proposed language. 12. Recommendations for future agendas • Revise application requirements for rezoning petitions • Potential regulations/information related to front-yard setbacks on side-loaded homes 13.
