1. Call to order- President Johnson called the meeting to order at 6:30 p.m.
2. Pledge of Allegiance
3. Verification of open meeting notice – Administrator Suhm verified the meeting had been
posted according to open meetings laws.
4. Roll call
Present: President Johnson, Trustee Renucci, Commissioners Edward Arendt, Chris
Bottoni, Jacob Lederhaus and John Merath
Excused: Commissioner Roger Hayes
Others: Zoning Administrator Schwecke, Administrator Suhm
5. Citizen participation
None
6. Approve Plan Commission minutes of May 8. 2023
Motion by Trustee Renucci, second by Commissioner Merath, to approve the minutes as
presented. Motion carried.
7. Amend site plan/building plan for Union Street Planned Development District located
at 2931 Union Street (ROP 00075); Steve Lambrechts, applicant
A. Discussion and possible action
Steve Lambrechts presented the two additional parking spaces proposed. He
reported Director of Public Works Equitz did not have any concerns with the curb
cuts. Mr. Lambrechts presented the façade improvements explaining they were
going to use stone where the façade is gray on the drawings. However, the
representative recommended a different product that is steel siding similar in color
to what is there and that would be applied to the brick. It is a similar cost and fire
rating. The installation is easier because they do not have to remove the brick as
they would to install the stone. Regarding the parking spots, Mr. Lambrechts
confirmed the depth from the building to sidewalk is 28 feet, so he is not worried
about the parking encroaching on the sidewalk. Zoning Administrator Schwecke
confirmed the amount of paving in the front yard is not a concern as it relates to
the zoning code because this is a planned unit development. The CDA will review
the amendment to the materials for the façade grant that was awarded on this
project at their meeting in July.
Motion by Commissioner Bottoni, second by Commissioner Lederhaus, to approve
the site plan amendment for the onsite parking and exterior building materials as
set forth in the submittal documents subject to the following terms and conditions:
1. The work commences within 6 months of this date and continues in good
faith to completion.
2. The Director of Public Works and Utilities issues any approvals as may be
needed to install the driveway opening onto Union Street.
3. The building inspector issues any approval as may be needed for the façade
improvements.
Motion carried.
8. Discussion related to accessory buildings on residential lots
President Johnson explained one resident has made a complaint regarding the portable
structures. The memo was provided for discussion purposes and to provide direction to
staff. While the question is with regard to the building materials being similar to or
compatible with the main structure, it was noted the examples in the pictures were
nonconforming for a number of reasons including the setbacks from side yards and
residence.
Discussion included when temporary turns to permanent, the carport example with an
aluminum roof versus canopy style or party tent type of structures, whether any
structure with a roof is considered a building, how other communities address this, not
allowing them in front yards, and if they are prohibited whether equipment currently
within the shelter be left outside.
Discussed an ordinance would to be carefully worded to differentiate between carports,
party tents, and temporary sheds. The definition of a shed should also be clarified. They
should only be allowed in the rear yard. Temporary structures should be required to be
anchored. After further discussion Zoning Administrator Schwecke was asked to come
back with examples from other municipalities so the Commission can determine whether
the temporary structures should be prohibited, or the code be amended to provide
better distinction. Any public viewing the meeting remotely was invited to share
opinions for future consideration.
9. Discussion related to food trucks on private property
Zoning Administrator Schwecke presented his memo. Discussed allowing food trucks in
the public right-of-way only with the issuance of a special event permit. The proposal to
not allow onsite seating was discussed with some favoring allowing seating. There was
also discussion regarding considerations for parking allowances when an original site
plan is approved that may not have contemplated the additional needs of a food truck.
Zoning Administrator Schwecke was asked to find examples of how other municipalities
are addressing food trucks.
10. Recommendations for future agendas
• Revise application requirements for rezoning petitions – on the list but not a high
priority
• Potential regulations/information related to front-yard setbacks on side-loaded
homes
o Trustee Renucci requested discussing the width of driveway and setting the
home back further if there is going to be a side-loaded garage
• Trustee Renucci suggested revisiting the cottage housing ordinance minimum size
referring to an recent article regarding homes for veterans that are 400-600 sf.
• Accessory buildings and food trucks are to come back
11. Next meeting: August 14, 2023, at 6:30 pm, if needed

Motion by President Johnson, second by Trustee Renucci, to adjourn at 7:19 p.m. Motion
carried.

during Citizen Participation will be allowed 5 minutes. Your subject can be anything whether on the
agenda or not. The Plan Commission should not engage in a discussion regarding comments because it was
not part of the publicly noticed agenda. Upon conclusion of this Citizen Participation segment, members of
the audience are not allowed further comment unless they are participating in a public hearing or if
specifically allowed by a majority vote of the Plan Commission due to involvement in an agenda item.
