1. Call to order- President Johnson called the meeting to order at 5:30 p.m.
2. Pledge of Allegiance
3. Verification of open meeting notice – Clerk Alexander verified the meeting had been posted according to open
meetings laws.
4. Roll call
Present: President Johnson, Trustee Renucci, Commissioners Edward Arendt, Roger Hayes, Jacob Lederhaus, and
John Merath
Excused: Commissioner Chris Bottoni
Others: Zoning Administrator Schwecke, Administrator Suhm, Clerk Alexander
5. Citizen participation - None
6. Amendment of the zoning code with regard to outdoor storage in the Mixed Business/Light Industrial Design
Overlay District, MDC East Troy LLC, applicant (Josh Manthei, agent) (application 2023-34)
a. Public hearing
President Johnson opened the public hearing at 5:31 pm. Zoning Administrator Schwecke
explained this was to clarify language regarding outdoor storage in the business park overlay
district. There were no comments. President Johnson closed the public hearing at 5:33 pm.
b. Discussion and recommendation to Village Board
Motion by Commissioner Arendt, second by Commissioner Hayes, to recommend the Village
Board approve the proposed ordinance as drafted. Motion carried.
7. Conditional use for outdoor storage and wholesaling related to a new industrial building located
at 2616 S. Executive Drive (RA498700002); MDC East Troy LLC, applicant (Josh Manthei, agent)
(application 2023-26)
a. Public hearing
President Johnson opened the public hearing at 5:34 pm. Zoning Administrator Schwecke
explained this is a continuation of the public hearing for the conditional use permit from the
November meeting and that one of the stipulations is that the Village Board approves the
language for the ordinance change in item #6. This conditional use is for a manufacturing
process with outdoor storage on the property in the back. There were no comments. President
Johnson closed the public hearing at 5:35 pm.
b. Discussion and recommendation to Village Board
Motion by Commissioner Arendt, second by Commissioner Merath, to recommend approval of
the conditional use subject to approval by the Village Board. Motion carried.
8. Next meeting: December 11, 2023 at 6:30 pm
9. Adjourn - Motion by President Johnson, second by Commissioner Arendt, to adjourn at 5:36 p.m. Motion
carried.

Citizen Participation will be allowed 5 minutes. Your subject must specifically relate to matters under the jurisdiction of
the Plan Commission, whether on the agenda or not. The Plan Commission should not engage in a discussion
regarding comments because it was not part of the publicly noticed agenda. Upon conclusion of this Citizen
Participation segment, members of the audience are not allowed further comment unless they are participating in a
public hearing or if specifically allowed by a majority vote of the Plan Commission due to involvement in an agenda
item.
