MINUTES EAST TROY PLAN COMMISSION 2015 Energy Drive 11/11/2024 6:30 PM Call to order- President Johnson called the meeting to order at 6:30 p.m. Pledge of Allegiance Verification of open meeting notice – Clerk Alexander verified the meeting had been posted according to open meetings laws. Roll call: Present: President Johnson, Trustee Renucci, Commissioners Roger Hayes, Jacob Lederhaus, John Merath, and Scott Seager Others: Zoning Administrator Sumwalt, Administrator Suhm, Clerk Alexander, Deputy Clerk Smith Citizen participation - none Approval of Minutes – October 14, 2024 Motion by Trustee Renucci, second by Commissioner Seager, to approve the October 14 minutes. Motion carried. Miscellaneous Business 1. Conditional Use for outdoor storage and wholesaling related to an industrial building addition for property located at 1988 Energy Drive (RA219500001), Distribution Depot, LLC, Justin Rohrer, agent (application 2024-16) a. Public hearing Discussion by Zoning Administrator Sumwalt included an overview of the Conditional Use proposal, and his suggestions for outdoor screening and lot striping. Petitioner Justin Rohrer explained that the existing gravel area as shown in the maps serves as a natural barrier, and he doesn’t believe any further barrier is needed. He clarified that striping of the lot is already planned. b. Discussion and recommendation to the Village Board Motion by Commissioner Seager, second by Commissioner Hayes, to approve the Conditional Use Permit, noting that the petitioner will mark the area proposed for storage with striping paint, and striking sections 3a and 3b under the Initial Conditions of approval. Motion carried. 2. Site plan amendment for an approximately 19,600 square foot warehouse addition to the existing RP Nutrients, Inc. building located at 1988 Energy Drive (RA219500001), Distribution Depot, LLC, Justin Rohrer, agent (application 2024-15) Zoning Administrator Sumwalt stated that the proposed warehouse will visually match the existing building. He proposed that the overhead door facing the street be removed as a best practice not to face the public. Rohrer noted that the location of the door in question is almost screened entirely by the berm and would be used to access utilities and equipment inside. Commissioner Seager proposed making the overhead door nine feet in height as a compromise. Motion by Commissioner Lederhaus, second by Commissioner Seager, to approve the site plan amendment, with the condition that the street-facing bay door be nine feet high versus 12 feet. Motion carried. Ordinances/Code Amendments 1. Discussion related to amending the Village’s zoning regulations (Chapter 510) regarding food trucks. Zoning Administrator Sumwalt referenced the draft ordinance in the packet. He explained that the current temporary use standard fits events such as a brat stand. He explained that the zoning regulation amendment has added the definition for food trucks (i.e.: “Mobile Food Establishment”) on private property. Direction to staff was to schedule a public hearing for the next Plan Commission meeting, and to strike the language related to the proximity to an existing restaurant under section 2. Recommendations for Future Agenda • TR-8 zoning district and uses • Tree preservation • Tiny homes as accessory uses in residential zoning districts • Revise application requirements for rezoning petitions • Potential regulations/information related to front-yard setbacks on side-loaded homes Next Meeting: December 9, 2024, at 6:30 pm, if needed Adjourn Motion by President Johnson, second by Trustee Renucci, to adjourn at 7:05 p.m. Motion carried.
