MINUTES EAST TROY PLAN COMMISSION 2015 Energy Drive 1/12/2026 6:30 PM Call to order- President Johnson called the meeting to order at 6:30 p.m. Pledge of Allegiance Verification of open meeting notice – Clerk Smith verified the meeting had been posted according to open meetings laws. Roll call: Present: President Johnson, Trustee Bryan Harding, Commissioners Roger Hayes, Jacob Lederhaus, John Merath Absent: Jennifer Olson Others: Zoning Administrator Sumwalt, Administrator Suhm, Clerk Smith Citizen Participation none Approval of Minutes – November 10, 2025 Motion by Commissioner Merath, second by Commissioner Hayes, to approve the minutes as presented. Motion carried. Ordinances/Code Amendments 1. Conditional use for outdoor storage and wholesaling related to the construction of a new industrial building for property located on the northeast corner of Corporate Circle and Executive Drive bearing Tax Parcel No. RA470400001, MFT East Troy LLC applicant, Frederick D. Carlson (i-design) agent (application 2025-28). A. Public hearing Zoning Administrator Sumwalt spoke on the conditional use request for storage, which is comprised of 5,050 feet of outdoor storage with a tank on the south side of the building. The placement of the (nitrogen/oxygen) tanks is needed due to the location of piping to the production area. Trustee Hayes asked if there is any possibility of an explosion with the placement of the tanks close to the building, to which the petitioner confirmed the tanks contain liquids, not gases. The public hearing was closed at 6:43 p.m. B. Discussion and recommendation to the Village Board Motion by Commissioner Lederhaus, second by Commissioner Merath, to recommend to the Village Board approval of the Conditional Use Request for outdoor storage and wholesaling related to an approximately 53,317 square foot industrial building at the NE corner of Corporate Circle and Executive Drive for MFT East Troy, LLC for the property located at Corporate Circle and Executive Drive, (RA470400001) subject to the five conditions recommended. Motion carried. Miscellaneous Business 1. Site plan and architectural review for an approximately 53,317 square foot new industrial building for light industrial uses including office, metal fabrication, mold shop, and manufacturing warehouse associated with the production of hardware for vinyl fencing on property located at the northeast corner of Corporate Circle and Executive Drive bearing Tax Parcel No. RA470400001, MFT East Troy, LLC applicant, Frederick D. Carlson (i-design) agent (application 2025-27). a. Discussion and action by Plan Commission Zoning Administrator Sumwalt went over the proposed plans for the industrial building. He noted that under the staff review, there were recommendations for the architectural elevations, a request for a revised landscape plan, and for lighting plans. There is some wall signage shown on the front of the building, but that will receive its own approval in a separate process. The Village engineer had some comments on storm sewer pipe and storm water discharge from the building, with the recommendation that the parcel connect directly to the storm sewer rather than have stormwater runoff potentially go over other parcels’ property. President Johnson asked if the Fire Chief had any concerns about the parcel, to which Mr. Sumwalt said he was comfortable with the overall layout and that the apparatus turn radius was satisfactory. Mr. Sumwalt noted that the parcel is still part of the Business Park association, which has its own covenants, that the parcel will still be subject to. Motion by Commissioner Lederhaus, second by Commissioner Hayes, to approve the Site Plan/Plan of Operation Request for MFT East Troy, LLC for the property located at NE corner of Corporate Circle & Executive Drive, subject to the 26 conditions suggested. Motion carried. 2. Discussion related to revising the requirements for conditional use permit notifications. Mr. Sumwalt summarized the proposed revision, which establishes the same notice requirements for Conditional Use Permits as is done for the other types of zoning applications. The item will be brought back for review and consideration at the February meeting. Recommendations for Future Agenda • Extension of the Mixed Business/Light Industrial Design Overlay District to include the properties in the East Troy Business Park, north of Honey Creek Road. Mr. Sumwalt explained that when properties that fall within the business park north of Honey Creek Road are brought to the Village for review, it would be good for them to fall under the Village’s mixed business/light industrial design overlay district rather than have duplicative review processes under the Business Park Association’s protective covenants. An ordinance and public hearing would be required to expand this overlay district to include those properties. Administrator Suhm added that she is coordinating a meeting with the business park owners to discuss dissolving the business park association to remove the protective covenants in the business park, which are similar to the Village’s design overlay district.
