MINUTES EAST TROY PLAN COMMISSION 2015 Energy Drive 6/9/2025 6:30 PM Call to order- President Johnson called the meeting to order at 6:30 p.m. Pledge of Allegiance Verification of open meeting notice – Clerk Smith verified the meeting had been posted according to open meetings laws. Roll call: Present: President Johnson, Trustee Bryan Harding, Commissioners Roger Hayes, and John Merath Excused: Jacob Lederhaus, Jennifer Olson Others: Zoning Administrator Sumwalt, Administrator Suhm, Clerk Smith Citizen Participation- None Approval of Minutes – February 9, 2026 Motion by Commissioner Merath, second by Trustee Harding, to approve the minutes as presented. Motion carried. Ordinances/Code Amendments 1. An ordinance to amend the Village’s zoning regulations (Chapter 510) regarding notice requirements for conditional use applications. a. Public hearing – President Johnson opened the public hearing. There were no comments from the public. b. Discussion and recommendation to the Village Board Zoning Administrator Sumwalt previously discussed that The proposed text amendment will provide consistency with the notice requirements for other applications such as rezonings and variances. President Johnson closed the public hearing. Motion by Trustee Harding, second by Commissioner Hayes, to recommend to the Village Board Approval of the proposed Text Amendment set forth in the draft ordinance dated February 19, 2026. 2. Rezone 17 contiguous parcels (RA 372500001, RA 314100003, RA 413200001, RA 376700001, RA 359400001, RA 359400002, RA 330700001, RA 330700002, RA 401900002, RETCC 00001A through RETCC 00001D, RETCC 00002A through RETCC 00002D, RETCC 00003A through RETCC 00003D, RETCC 00004A through RETCC 00004D, RA 470400001, RA 400300001, RA 381600003, RA 324700001, RA 324700002, RA 381600001 RA381600002) located within the East Troy Business Park, north of Honey Creek Road to apply the Mixed Business/Light Industrial Overlay District; Village of East Troy, applicant. a. Public hearing – President Johnson opened the public hearing. Administrator Sumwalt said that this is a fix of the village inheriting the association for the business park. His memo stated that the association had design standards required in the deed restrictions. The Village of East Troy has become a successor to the developer in running the association with its recent acquisition of four parcels and is proposing disbanding the association. Addressing the architectural standards through a zoning overlay district rather than an association will be more efficient since applicants will not need to apply to two separate boards for review. He said that the design overlay was developed for exactly this kind of development, and there are parcels across the street which already fall under this overlay district. This action brings the other parcels into the same as the others and is permissible for parcels that are contingent to others in the overlay district. Not all of the parcels have the same base zoning, and that zoning will not change. There were no comments from the public. President Johnson closed the public hearing. b. Discussion and recommendation to the Village Board Motion by Trustee Harding, second by Commissioner Hayes, to recommend to the Village Board Approval of the proposed rezoning set forth in the draft ordinance dated February 19, 2026. Motion carried.
