EAST TROY PLAN COMMISSION

Call to order- President Johnson called the meeting to order at 6:30 p.m.
Pledge of Allegiance
Verification of open meeting notice – Clerk Smith verified the meeting had been posted
according to open meetings laws.
Roll call:
Present: President Johnson, Trustee Bryan Harding, Commissioners Roger Hayes, Jacob
Lederhaus, and John Merath
Excused:
Absent: Jennifer Olson
Others: Administrator Suhm, Zoning Administrator Sumwalt, Clerk Smith
Approval of Minutes – March 9, 2026
Motion by Commissioner Merath, second by Trustee Harding to approve. Motion carried.
Miscellaneous Business
1. Site plan and architectural review for the addition of an overhead door on property located at
2600 Energy Drive bearing Tax Parcel No. RA141900001, Ben Bourdo (American Manufacturing
Group, LLC) applicant, (application 2026-03).
a. Discussion and action by Plan Commission
Zoning Administrator Sumwalt explained that the petitioner proposed an addition of an overhead
door on the north side of the building. Overall, the proposal is straightforward. The only thing he
said that would need to be addressed were the items in outdoor storage belonging to the
neighbor and petitioner’s items being prepped for recycling; as a condition of approval they will be
required to be removed within 90 days.
Motion by Commissioner Lederhaus, second by Commissioner Hayes, to approve the Site Plan
Amendment / Architectural Review Request for Ben Bourdo (American Manufacturing Group, LLC)
for the property located at 2600 Energy Drive, East Troy, WI 53120, subject to the 11 conditions
listed. Motion carried.
2. Two-lot certified survey map for property located at STH 120 and Honey Creek Road (RXUP
00256), Village of East Troy, applicant.
a. Discussion and recommendation to the Village Board.
Mr. Sumwalt said that the Village is splitting a parcel of its land to create two parcels for economic
development within the Village. He identified potential wetlands and the environmentally
sensitive areas on the properties, which would need to be considered by any developer of the
property. He also noted that an access easement will exist on the north parcel.
Commissioner Hayes asked if there are developers interested in the land, to which President
Johnson answered that no developer has come forward wanting to purchase the entire property,
so the division to two parcels and marketing them would be easier.
Motion by Commissioner Harding, second by Commissioner Merath, to recommend to the Village
Board Approval of the Certified Survey Map for the Village of East Troy for the property
located at N7605 HWY 120, East Troy, WI 53120 (RXUP 00256) subject to the four conditions
listed. Motion carried.
3. Sawyer Certified Survey Map in extraterritorial jurisdiction area (ETJ) for the property located at
W2159 Beulah Heights Rd, Town of East Troy (PET1800001); Karl Sawyer, applicant; Lori Smith
(LandTech Surveying, LLC), agent (application 2026-04)
a. Discussion and recommendation to the Village Board
Mr. Sumwalt explained that Walworth County had waived their right to a staff review of the CSM,
and that the Village is reviewing it as this falls under its extraterritorial authority. The Village
Engineer has no issues with the CSM as proposed. He explained that due to the timing of the
petitioner’s submittal, he did not have an opportunity to write up a staff review from Foth. Karl
Sawyer corrected the address for the record, stating that there is not an address as was listed in
the Agenda and that the property’s parcel number is PET1600006D1.
*Clerk’s correction: A mistake had been made on the agenda, as the information was accidentally
carried over from a prior agenda and is incorrect: W2159 Beulah Heights Rd, Town of East Troy
(PET1800001); Lori Smith (LandTech Surveying, LLC), agent
Motion by Commissioner Lederhaus, second by Commissioner Merath, to recommend to the Village
Board approval of the Certified Survey Map as presented for PET 16000006D-1. Motion carried.
4. Plan Commission review of new signage at Overlook Ridge located at 2775 and 2789 Main
Street; Jordan Marshall (Marshall Sign), applicant; (application 2026-05)
a. Discussion and action by the Plan Commission.
Mr. Sumwalt said that the Overlook Ridge development is moving along and the developer is at
the point of wanting to advertise and install signs. They will have one large sign outside and only
the address number on the buildings.
Motion by Commissioner Lederhaus, second by Commissioner Merath, to approve the Sign Permit
Request for Jordan Marshall (Marshall Sign) for the Overlook Ridge property located at 2775
and 2889 Main Street, East Troy, WI 53120, subject to the three conditions.
Motion by Commissioner Hayes, second by Commissioner Merath, to amend the motion to clarify
that the MONUMENT 1 sign is the only one approved, along with the address numbers on the
building. Motion carried.
The Commissioners then voted on the original motion. Motion carried.
Recommendations for Future Agenda • Subject to direction from Plan Commission
President Johnson proposed reviewing restrictions and locations for businesses such as vape
shops and gun stores. Commissioner Hayes asked if a list of restricted businesses exists.
President Johnson said that some resident concerns over the location of a now closed vape
shop near a school and issuance of a liquor license to a business near a daycare sparked the
conversation. Administrator Suhm added that some restrictions may already exist by nature of
zoning classification but that it would be helpful to clarify where certain types of businesses
should not be located.

Adjourn Motion by President Johnson, second by Commissioner Hayes, to adjourn. Motion carried at
6:55 p.m.
