MINUTES EAST TROY PLAN COMMISSION 2015 Energy Drive 6/23/2026 6:30 PM Call to order- President Johnson called the meeting to order at 6:30 p.m. Pledge of Allegiance Verification of open meeting notice – Clerk Smith verified the meeting had been posted according to open meetings laws. Roll call: Present: President Johnson, Trustee Bryan Harding, Commissioners John Merath and John Stephan Excused: Commissioner Hayes, Commissioner Lederhaus Others: Zoning Administrator Sumwalt, Administrator Suhm, Clerk Smith Citizen Participation Approval of Minutes – June 8, 2026 Motion by Commissioner Merath, second by Trustee Harding, to approve the minutes as presented. Motion carried. Ordinances/Code Amendments 1. Conditional use amendment application submitted by East Troy Community School District (Sean Bekx, agent) to incorporate the district’s existing transportation facility into the “indoor institutional” land use for East Troy High School and an associated site plan amendment to replace the transportation building and bus parking area for property located at 3128 Graydon Avenue bearing Tax Parcel No. RXUP 00202 (application 2026-09). A. Public hearing President Johnson opened the public hearing at 6:31 pm. Zoning Administrator Sumwalt went over his staff memo and that of Village engineers Lynch and Associates. He explained that with the passing of the school referendum, funding was made available for the replacement of the transportation building and bus parking area. Because the property is zoned SR-4 Suburban Residential District in which indoor institutional land use is a conditional use, an amendment is necessary to incorporate the transportation facility. Additionally, the associated site plan amendment is needed to replace the transportation building and bus parking area. After a staff meeting with the project planners, recommendations made by the zoning administrator include shifting the location of the building on the site to meet setback requirements. As for the aesthetics, the materials used on the exterior will closely match the High School. This new building will be a bit smaller than the existing building and the impervious surface is about the same. Some items that need to be addressed include landscaping and lighting, along with the village engineer’s comments being addressed, plus the permit being approved by the building inspector. These items can be reviewed administratively prior to going to the Village Board for review and approval. Trustee Harding asked whether the structure would be completed before the school year begins. Commissioner Stephan questioned if there is a fuel tank on site and noted he had been on the committee whether previously identified issues such as turning radiuses had been resolved. Jason Reiten with Performance Services answered that the schedule for the project was done so as not to interfere with the school year and also confirmed that no tank is on site as all fuel operations occur off site. He also said that issues had been discussed and addressed, including access to the washing facility. President Johnson asked which items from Lynch and Associates remained unaddressed. Mr. Sumwalt reported that engineering comments were addressed, staff parking will be in an east satellite lot, and that existing site lighting may change if the building is repositioned. School District staff had contacted the DPW Director regarding utilities. President Johnson asked whether Village Board approval timing would affect the project. Mr. Raiten confirmed it would, as work cannot extend into the school year. Mr. Sumwalt told the commissioners that the design set is expected by the end of next week. A special Village Board meeting may be scheduled for CUP approval to help expedite the project. President Johnson noted the Village’s significant flexibility to address this project. President Johnson closed the public hearing closed at 6:51 B. Discussion and recommendation to the Village Board Motion by Trustee Harding, second by Commissioner Merath, to recommend to the Village Board approval of the Conditional Use Amendment Request to incorporate the school district’s transportation facility into the “indoor institutional” land use for East Troy High School for East Troy Community School District for the property located at 3128 Graydon Avenue, (RXUP00202) subject to the terms in the draft conditional use order. Motion carried. Motion by Trustee Harding, second by Commissioner Merath, to approve the Site Plan/Plan of Operation Request for East Troy Community School District for the property located at 3128 Graydon Avenue, subject to conditions 1-25.
