EAST TROY VILLAGE BOARD MINUTES April 18, 2016 Page 1 of 4 Call Meeting to Order; Pledge of Allegiance Administrator Suhm verified the meeting was posted according to law. Roll Call: President Timms called the meeting to order at 6:30 p.m. Present: President Timms, Trustees Fred Douglass, Linda Kaplan, Forty Renucci, Dusty Stanford and Ann Zess Excused: Trustee Scott Seager Others: Deputy Chief Swendrowski, DPW Miller, Administrator Suhm, Attorney Gray Citizen Participation No citizen participation. Consent Agenda (One motion and second will approve all of the following items. Any item may be pulled from the list and voted on separately.) 1. Approval Minutes – 4/4/2016 2. Consider approval of Special Event Permit & Temporary Class “B” Picnic License to Legends Ball Club “Swing Into Summer” Girls Softball Tournament, J.J. Lund, Event Chairman. Softball games June 3, 4 and 5th, 2016 at the Rossmiller Sports Complex Baseball Fields known as the Mitchell Park Fields (1, 2 & 3), Center Field, Grandstand Field, field lights and use of Mitchell Field Concession Stand . 3. Consider approval of Special Event & Temporary Class “B” Beer License, Kurt Wenzel, Manager, East Troy Express Baseball Club, games for 7 Sundays June through August, 2016 at the Rossmiller Park Baseball Center Field, from 11:00 am to 6:00 pm. 4. Consider approval of the additional information/activities to be held in conjunction with the East Troy Chamber of Commerce Farmers Market (approved Jan. 18, 2016) incorporating events partnering with First Fridays/Connect Communities. Trustee Renucci requested to remove item 4 from the consent agenda. Motion by Trustee Stanford, second by Trustee Douglass to approve the consent agenda. Motion carried. Pertaining to item 4, Trustee Renucci asked if the July 1 picnic would include alcohol. It was confirmed no alcohol will be served. Trustee Renucci also questioned if any village permit requirements applied to the food truck vendors. Administrator Suhm will look into this. Consideration of recommendation from Plan Commission to approve a conditional use for establishing a truck-trailer rental establishment and vehicle towing establishment at 2606 E. Main Street. Located in a Highway Business zoning district; Mark Rhode, applicant Motion by Trustee Stanford, second by Trustee Zess to approve the conditional use permit for establishing a truck-trailer rental establishment and vehicle towing establishment at 2606 Main Street. Motion carried. 2. Presentation of 2015 Audit by Johnson Block & Co. Kevin Krysinski of Johnson Block presented a 2015 financial overview. He updated the Board on the status of the audit and new accounting principles pertaining to retirement system reporting. He stated the unassigned fund balance is a good amount at 35%, as set by policy. The Village has $5,570,000 in outstanding general obligation debt with 11,000,000 in debt capacity. 3. Update from Associated Appraisal on reevaluation project Dean Peters, Director of Project Management from Associated Appraisal, updated the Village Board on the status of the reevaluation project. He stated they began work preparing for the project in December of 2015. An introductory letter will go out to all property owners by the end of April. Field staff is set to begin inspections in early May. He explained each assessor will carry a photo ID and a letter of introduction on Village of East Troy letterhead. In addition, they drive a fleet of red vehicles with Associated Appraisal’s logo on them. During the first phase of inspections, properties will be visited during business hours by a crew of 7-8 assessors certified by the Department of Revenue. The assessor will inspect the exterior of the home, take photographs and measurements. If the owner is home the assessor will see if the owner will allow an interior inspection at that time. If they are not home the assessor will leave a door hanger asking them to contact Associated Appraisal to arrange for an inspection. The property owners will be given a couple of weeks to respond. They will be available at least one night per week of not more than one night per week for appointments. He stated it will take three to four weeks to complete the first phase, then they allow 6-8 weeks for the appointments. If they do not respond to the door hangar they will receive a letter. After this step, Associated Appraisal will report their entrance rate to the Village. At that time the Village will need to determine if they wish to mail out certified letters to the property owners who have not responded. If this is refused, the right to appeal an assessment is lost.  EAST TROY VILLAGE BOARD MINUTES April 18, 2016 Page 3 of 4 4. Consideration of allowing split ownership of two hangars at the East Troy Airport. The Board discussed some concerns related to the request which included if there were a holding tank or well who would be responsible if issues arise and concerns regarding any defaults on payments to the Village and what recourse the Village would have. Motion by President Timms, second by Trustee Renucci to table. Motion carried. 5. Consider approval of Special Event, Connect Communities Open House, May 14, 2016 from 10 am to 5 pm on the Village Square for participation in the Inaugural Statewide Downtown Open House Event, Ted Zess, Event Chairperson (WCEDA/ETCDA). Request all fees be waived. Trustee Kaplan stated Connect Communities was requesting all of the fees to be waived. She stated the businesses participating in the event have volunteered to do so. She also explained they began the process in January and sought other businesses to participate. Motion by Trustee Stanford, second by Trustee Renucci to approve the Connect Communities Open House on May 14, 2016. Motion carried. 6. Consideration of recommendation from ETCDA regarding proposal from CGI Videos to produce professional videos for the Village website (Kaplan) Trustee Kaplan reported the ETCDA did not recommend the Village move forward with the CGI Videos since they would not have the ability to be shared with other sites such as the Chamber or ETCDA. She stated they desired to produce a video they can control and that is produced locally. President Timms stated CGI videos does not require any investment by the Village and it is optional for businesses to participate. He stated he was in favor of moving forward with CGI Videos and ETCDA proceeding with the video they plan to produce utilizing footage from the John McGivern filming. Motion by President Timms, second by Trustee Stanford to proceed with the CGI video at no cost. Motion carried 5-1 with Trustee Zess voting no. 7. Consideration of contracting with Lynch and Associates for engineering services related to well 6 rehabilitation, amount not to exceed $4,500 Trustee Douglass questioned the mechanical treatment of the well in addition to whether or not the bacteriological treatment has been discussed. He was concerned the plan was not thorough enough and the proposal did not address the bacteriological issues. The Board discussed the scope still needs to be developed. Motion by Trustee Zess, second by Trustee Stanford to table consideration of engineering services related to well 6 rehabilitation. Consideration of adding public documents to repository provided by eCode 360 for public access to meeting packets, agendas, minutes and resolutions. Motion by Trustee Stanford, second by Trustee Zess to approve posting packets for public access utilizing eCode 360. Motion carried. Reports 1. Airport Advisory Committee Minutes – 2/8/16, 3/14/16 – Trustee Kaplan questioned what times the bus service from Janesville to Milwaukee is stopping at the airport and how it was being publicized. There was not anybody present that could answer this question. 2. Police Department – March 2016 3. Police Task Force Update 4. Public Works Director’s Report – 1st Quarter 2016 – President Timms asked DPW Miller to clarify why the DNR document included in his report identified Trent Tube as the owner of the dam since it is believed the Village is the owner. DPW Miller was congratulated being appointed Vice President of Illinois Fox River Group. 5. DRAFT Plan Commission Minutes – 4/11/2016 - Discussion occurred regarding the parking concerns on Elm Street and truck traffic related to Contract Comestibles.
