Roll Call: President Timms called the meeting to order at 6:30 p.m. Present: President Timms, Trustees Fred Douglass, Matt Johnson, Forty Renucci, Scott Seager, Dusty Stanford and Ann Zess Excused: Others: Chief Boyes, DPW Director Equitz, Administrator Suhm, Attorney Gray Public Hearing (Each person wishing to speak is allowed a maximum of five minutes. When the Village President is satisfied the proposition has been heard, he shall announce the hearing has concluded and the Board will consider the associated action item.) Public Hearing on Special Assessments for Roadway Related Improvements – Austin Street President Timms opened the public hearing at 6:32 p.m. No one spoke during the public hearing. President Timms closed the public hearing at 6:32 p.m. Citizen Participation Per Village Ordinance 148-15(D), anyone wishing to address the Village Board during Citizen Participation will be allowed 3 minutes. Your subject can be anything whether on the agenda or not. The Village Board is not allowed to respond to your comments. Upon conclusion of this Citizen Participation segment, members of the audience are not allowed further comment unless specifically authorized via the motion and second process by the Board. Approval Minutes – 7/18/2016 2. Operator’s Licenses – Destiny M. Siemasko, Timothy J. Brown, Carrie A. Wardin, Melissa K. Dougherty, Aaron J. Kroll, April A. Ahl 3. Consider approval of Temporary Class B license for St. Peter’s Fall Festival, Oct. 1 and 2, 2016 Motion by Trustee Stanford, second by Trustee Douglass to approve the consent agenda. Consideration of recommendations from East Troy Community Development Alliance (ETCDA) Motion by Trustee Stanford, second by Trustee Johnson to have Paul Nyffeler, ETCDA President, speak. Motion carried. General discussion occurred regarding the ETCDA recommendations submitted to the Village. General discussion occurred regarding communication, escrow agreements in lieu of sending invoices each month for projects, the zoning portal, new checklist and recent positive feedback from a potential new business in the Village. Trustee Zess requested the funds set aside (approximately $6,800) for developers in the 2016 budget be placed on the next agenda with a recommendation from the ETCDA. 2. Direction on Sidewalk Extensions (Equitz) DPW Equitz asked the Board for direction on which gaps in the sidewalk system they would like addressed first for budgeting purposes. Three primary areas were discussed which included the north side of main street from the west entrance of Gus’s to the shopping area on Townline Road, the north side of Hwy ES/Main Street from Byrnes Street to the Shell Gas Station and the west side of Highway 120 from the Brookstone subdivision to Brolen Park. Concerns were discussed regarding the bridge on Highway 120 by the dam and the width of the current bridge not being adequate for pedestrian crossing. DPW Equitz explained part of the dam project could potentially include a pedestrian crossing for this area. The lack of sidewalks east of the Sterling Oaks subdivision along Highway 20 was also mentioned. Discussion occurred regarding sidewalks being incorporated in the state’s reconstruction of Highway 20, but the project has been delayed again. DPW Equitz was asked to request pricing for the three main sidewalk projects discussed. The Board also discussed sidewalk maintenance and inspections. DPW Equitz stated a full sidewalk inspection will be performed by staff next year. 3. Electronic Recycling Event (Equitz) The potential of partnering with the Town of East Troy and possibly the Town of Troy on future recycling events was discussed. Concerns were raised regarding the current contract the Town of East Troy has with John’s including two recycling events a year at no additional charge. The Village’s contract, which is set to expire December 31, 2017, does  EAST TROY VILLAGE BOARD MINUTES Page 3 of 3 not include electronic recycling events. Therefore, the Village pays $200 per ton of electronics collected for the event. Motion by President Timms, second by Trustee Stanford to approve recommendation by Jason to hold an electronic recycling event specific to Village residents on September 17, 2016, from 9-2 and work with Towns on a partnership for future events. Motion carried. Reports 1. Municipal Court Reports – May, June 2. ET EMS – 6/21/16 Minutes – Discussed the purchase of the new ambulance. Trustee Douglass stated they determined it would be better to replace the vehicle than the necessary repairs. 3. Library Board Minutes – 1/1/16, 2/9/16, 3/8/16, 4/12/16, 4/26/16, 5/10/16, 6/6/16, 6/8/16, 6/15/16 4. Airport Advisory Committee Minutes – 5/2016, 6/2016 – Trustee Zess reported they are still trying to determine what is causing the spikes in electrical usage. People flying over the airport can inadvertently activate the runway lights, which may be contributing to the issue. DPW did amperage draw checks and could not find any obvious contributors. 5. Park & Recreation Board Minutes – 4/26/16, 6/21/16 – Trustee Stanford discussed the meeting frequency outlined in the Village ordinance for the Park & Recreation Board is quarterly. He expressed concerns this is not frequent enough and asked for the item to be placed on a future agenda. Closed session Adjourn to closed session pursuant to Wis. Stats. 19.85(1)(g) to confer with legal counsel for the governmental body who is rendering oral advice concerning strategy to be adopted by the body with respect to litigation which it is likely to become involved (notice of injury).
