EAST TROY VILLAGE BOARD MINUTES March 20, 2017 Page 1 of 4 Call Meeting to Order; Pledge of Allegiance Administrator Suhm verified the meeting was posted according to law. Roll Call: Administrator Suhm called the meeting to order at 6:30 p.m. Present: Trustees Fred Douglass, Matt Johnson, Forty Renucci, and Scott Seager Excused: President Timms, Trustees Dusty Stanford and Ann Zess Others: Chief Boyes, DPW Director Equitz, Administrator Suhm, Attorney Gray Youth in Government Representatives Alexander Schahczinski and Alexander Marshman Administrator Suhm requested a motion to appoint a chairperson. Motion by Trustee Seager, second by Trustee Johnson to appoint Fred Douglass as chairperson. Motion carried. Citizen Participation No citizen participation. Consent Agenda (One motion and second will approve all of the following items. Any item may be pulled from the list and voted on separately.) 1. Approval Minutes – 3/6/2017 2. Appointment of additional Election Inspector for the term ending 12/31/2017 – Gregory Spoolhoff 3. Consider approval of Special Event and Class B Beer License from Knights of Columbus, Daniel Heinz, Event Chairperson, for Corn & Brat Fest July 28 (4pm – 8 pm), 29 and 30 (10 am – 8 pm), 2017, on the Square with initial set up on Thursday, July 27. a. Contingent upon receiving Certificate of Insurance. 4. Consider approval of Temporary Class B Beer/Wine license for St. Peter’s Church/School, May 6, 2017 Dinner Auction/Casino Night, 3001 Elm St. 5. Consider approval of Special Event and Temporary Class “B” Beer License, East Troy Express Baseball Club, Kurt Wenzel, Manager, games for 10 dates (5/14, 5/21, 6/11, 6/25, 7/23, 7/30, 8/12, 8/13, 8/19, 8/20) at the Rossmiller Park, Baseball Center Field, from 11:00 am to 5:00 pm. 6. Consider Granting Special Event Permit to East Troy Area Chamber of Commerce for the East Troy Farmers Market, Vanessa Lenz, Chamber Director, Event Chairperson, on the Village Square, Fridays, May 19 to October 6 from 2-7 pm (noon to 7 pm with setup and tear down): a. With the understanding that other organizations may also be allowed to use the Square for events as applied for during these months and that no special accommodations will be made for vendors due to the East Troy Cycling Classic Bike Race road closures on June 16. b. With the understanding that if the DPW incurs extra labor costs for cleaning the bathrooms the Maintenance Deposit ($50 for all 21 dates) will not be refunded. 7. Special Event Permit & Temporary Class B Retailer’s License to East Troy Area Chamber of Commerce for Corn & Brat Roast, Vanessa Lenz, Chamber Director, Event Chairperson, May 26 (4 pm to 8 pm), 27 and 28 (11 am – 6:30 pm) and 29 (11 am – 5 pm), 2017 on the Village Square b. And Beer Walk Permit & Temporary Class B Retailer’s License to East Troy Area Chamber of Commerce for Brewfest, Ted Zess and Vanessa Lenz, Chamber Director, Event Chairpersons, Sunday, May 28, 2017 (3 – 6:30 pm) on the Village Square to be held concurrently with the Corn & Brat Roast, with single point of samples served for paid participants within the Craft Brewers area. Note: The Farmers Market will be held on Friday May 26 from 2-6 pm as both events are sponsored by the Chamber and will be coordinated. Trustee Renucci requested that the minutes be pulled from the consent agenda. The 3/6/17 agenda was inadvertently placed in the packet rather than the minutes. Motion by Trustee Johnson, second by Trustee Seager to approve consent agenda items 2-7. Trustee Renucci questioned if there would be an issue if other parties wanted to reserve park space on a Friday since every Friday the square is reserved for the Farmer’s Market through October 6. Vanessa Lenz, Executive Director of the Chamber of Commerce, explained they work with other events and move the location of the market to another area of the Square so it does not interfere. Advisory Members – No vote taken. Village Board - Motion carried. Motion by Trustee Seager, second by Trustee Johnson to table the Village Board minutes from 3/6/2017. Advisory Members – No vote taken. Village Board - Motion carried. Miscellaneous Business 1. Consider approval of NEW Special Event for St. James Methodist Church, Saturday, May 20, 2017, Salute to Law Enforcement at the Village Square, from 10 am to 1 pm, Tom Rossmiller, Event Chairperson. Event to include speakers and possible Walworth County demonstrations of Sheriff’s K-9 and Mobile Command Center. Motion by Trustee Renucci, second by Trustee Seager to approve the special event for St. James Methodist Church on Saturday May 20. Trustee Renucci explained the individuals organizing the event, Joyce Ketchpaw and Tom Rossmiller, were not able to attend the Village Board meeting. However, Ms. Ketchpaw had called Trustee Renucci to explain the event. He explained the event will be to honor law enforcement and will include numerous individuals from the local and county level. Advisory Members – Motion carried. Village Board – Motion carried. a. Requesting waiver of refundable deposits for maintenance and speaker system ($350.00) EAST TROY VILLAGE BOARD MINUTES March 20, 2017 Page 3 of 4 Motion by Trustee Johnson, second by Trustee Seager to waive the refundable deposits for maintenance and speaker system. Advisory Vote – Motion carried. Village Board – Motion carried. 2. Consider approval of NEW Special Event for East Troy Chamber of Commerce, First Fridays, May 5, June 2, Aug. 4, Sept, 1, Oct. 6 and Nov.3, 2017, (5 pm to 8 pm each date), Vanessa Lenz, Chamber Director, Event Chairperson. Each event will promote a showcase event with surrounding businesses joining for an afternoon and evening of fun. See packet materials for details on each event. (Double booking on the Square for May 5 has been noted and approved by both Special Event Applicants – Chamber and Timms – to coordinate events) a. Event Chairperson has agreed to not set up until 4:30 or later to accommodate the Sidewalk Chalk Art Festival. Motion by Trustee Seager, second by Trustee Johnson to approve the First Fridays events, with the date of July 7 added to reflect the application from the Chamber. Vanessa Lenz explained last year First Friday events were done as an extension of the Farmer’s Market and this year they are applying for the events separately. Advisory Vote – Motion carried. Village Board – Motion carried. 3. Discussion and potential direction to staff regarding ordinance 416-2(F) related to hold harmless agreements and certificates of liability insurance in conjunction with special community events Motion by Trustee Seager, second by Trustee Johnson to table until there is more representation on the Village Board. Advisory Members – Motion carried. Village Board – Motion carried. Ordinances & Resolutions 1. Resolution 2017-03 – Youth in Government 2017-2018 Motion by Trustee Johnson, second by Trustee Seager to approve Resolution 2017-03. Advisory Member Marshman expressed his support for the program, stating he has learned a lot about government. Advisory Vote – Motion Carried. Village Board – Motion carried. Reports 1. Library Board Minutes – 02/14/2017 – No meeting in January 2. DRAFT Plan Commission Minutes – 3/13/2017 – The Commission’s request for further information regarding the safety of the archery range was discussed. DPW Equitz EAST TROY VILLAGE BOARD MINUTES March 20, 2017 Page 4 of 4 reported he has already contacted the engineer that designed the range and they indicated they will be able to provide the safety information fairly easily. 3.
