Roll Call: President Seager called the meeting to order at 6:30 p.m. Present: President Scott Seager, Trustees John Alexander, Alexander Alger, Alan Boyes, Matt Johnson and Forty Renucci Excused: Trustee Jacoby, Youth in Government Representative Matt Kisting Others: Chief Swendrowski, DPW Director Equitz, Administrator Suhm, Deputy Clerk Alexander, Youth in Government Representative Mikayla Lamping Citizen Participation Linda Kaplan, 2603 N. Sterling Cir., spoke in favor of the America’s Dairyland Bike Race and how she feels that this event benefits the community. Ann Zess, N8305 Weber Ln., spoke supporting the Chamber of Commerce, the Chamber events and the America’s Dairyland Bike Race and how these positively impact the Village. Vicki McKone, 3019 Main St., spoke in support the Chamber of Commerce and the bike race. Jamie Rohrer, 3036 North St., spoke in support of the bike race. Molly Moody, 3015 Clayton Ave., spoke in support of the bike race. Consent Agenda (One motion and second will approve all of the following items. Any item may be pulled from the list and voted on separately.) 1. Approval Minutes – 3/4/2019 2. Consideration of Farm Leases for properties within TID 4, owned by the Village located on Highway 120 and Honey Creek Road (discussed at 11/5/2018 meeting) 3. Consider recommendation from Plan Commission to approve a four-lot certified survey map subject to the conditions in the staff report located in the Town of East Troy, Michael Fields Agricultural Institute, within extraterritorial jurisdiction 4. Consider approval of Special Event for Friends of the East Troy Airport, Airport Open House and Pancake Breakfast portion of Planes, Trains and Automobiles, August 10, 2019, from 7 am to 5 pm. Motion by Trustee Alexander, second by Trustee Boyes, to approve the Consent Agenda. Advisory – motion carried, Board – motion carried. Miscellaneous Business 1. Consideration of Granting: a. Special Event Permit to East Troy Chamber of Commerce for the East Troy Cycling Classic on the Village Square on Friday, June 21, 2019 (road closures begin at 8 am, event 10:35 am to 8:00 pm) i. Pending approval of street closures from Walworth County ii. Contingent on receipt of fees iii. Contingent on receipt of vendor list b. Permit for Bike Race on surrounding streets Friday, June 21, 2019, (change in route proposed), Vanessa Lenz, Event Chairperson c. Advisory – motion carried, Board – motion carried. Chamber of Commerce Executive Director Vanessa Lenz presented and explained information from the Governor’s Conference focusing on the concept that the shift in desirable activities is to offer a unique experience for participants. She discussed the bike race history, highlights of the bike race, what it brings to the Village and the recognition that the Village receives, locally and nationally, from the bike race. She then discussed the proposed 2019 Race Route. Vanessa distributed a letter sent to the properties that were not on the route last year. She explained that the Chamber would be embarking on a Public Relations campaign for the bike race route to inform residents and businesses along the route. Mr. Ochowicz was asked why the route was being proposed to change and he explained the main reason to change the route was to decrease the number of corners and avoid unfavorable road conditions. The prior course was a six-corner route and the majority of accidents happened in the area from the corners of Division Street to Main Street, Main Street to Clark Street and Clark Street to Austin Street, and also moving from a wide street (Main Street) to narrow a narrower street (Clark Street) which causes a bottleneck with the riders. They changed the route to eliminate two corners and improve the safety of the course for the riders. Another concern was access for EMS and coordination between EMS and race course. Mr. Ochowicz explained that they have a specific coordinator to work with EMS on emergency action plans and at the corners at Division Street to South Street and South Street to Church Street they use a moveable fence style barrier that will be quickly moved to allow access. He also explained that their Chief Referee will stop the race any time there is an emergency call on or near the race course. Trustee Johnson also stated that he had spoken with Chief Barutha and confirmed that EMS is acceptable to the route. The corners at Division Street to South Street and South Street to Church Street can be only partially closed for continued access. Trustee Renucci asked about the length and number of corners in the courses in the other communities that hold this event. Mr. Ochowicz explained that the course lengths vary but the shortest is 1 kilometer and the number of corners depends on the community and there are changes to accommodate each community for construction and other situations. Motion by Trustee Johnson, second by Trustee Alger, to approve the bike race. Ms. Lenz was asked if the residents affected by the route change were informed of the proposed change and she explained that the Chamber had sent a letter last week. Trustee Renucci noted that he had only received his letter March 15 and expressed his concern that allowed very little time for those residents to attend the meeting to express opinions. Ms. Lenz explained that the change in the route will affect five properties that were not on the  EAST TROY VILLAGE BOARD MINUTES March 18, 2019 Page 3 of 3 race course last year and the Chamber intends to reach out to them individually. She went on to explain on race day the Chamber does work to minimize the inconvenience by offering parking, shuttles and alternate routes. Ordinances & Resolutions 2019-02 Recommendation from the Plan Commission to approve ordinance revising the zoning code related to indoor mushroom production Motion by Trustee Johnson, second by Trustee Alexander, to approve Ordinance 2019-02.
