EAST TROY TOWN AND VILLAGE OF EAST TROY TOWN OF TROY JOINT BOARD MINUTES July 11, 2019 Page 1 of 3 Call Meeting to Order; Pledge of Allegiance Roll Call: President Seager called the meeting to order at 6:30 p.m. Present: Village of East Troy – President Seager, Trustees John Alexander, Alexander Alger, Alan Boyes, Matt Johnson, Mary Nugent, and Fortune Renucci Town of East Troy – Chairman Joe Klarkowski and Supervisors Barbara Church and Clayton Montez Town of Troy - Chairman John Kendall, Supervisor Thomas Lorden, Kathleen Tober Excused: Town of East Troy Clerk-Treasurer Kim Buchanan Others: Administrator Clerk-Treasurer Eileen Suhm, Town of Troy Clerk-Treasurer Tracey Raymond, and Library Director Jeffery Gartman Citizen Participation/Public Comment None Miscellaneous Business 1. Update from Library Director regarding status of finding attorney to assist with forming a joint library, the summer reading program, and County funding Library Director, Jeffery Gartman, provided an update on the search for attorneys to assist with forming a joint library. He explained reaching out to existing joint libraries has not successfully produced attorneys who are still in practice. He is working with the League of Wisconsin Municipalities to put a classified ad on their web site. He also spoke with the head of the library area within the Department of Public Instruction (DPI) and she is assisting in finding attorneys with this type of experience. He stated Village Attorney, Tim Pruitt, located an attorney in Burlington who has done some work for libraries in the past. Supervisor Lorden stated he spoke with the Town of Troy Attorney, who recommended Attorney John Fuchs, Fuchs & Boyle, because this attorney was involved in North Shore Library. Supervisor Lorden also stated the Town of Troy attorney suggested the three municipality’s attorneys get together and work on drafting an agreement. Board members discussed the three attorneys will need to review any agreement that is drafted by another attorney anyway, so this approach may be beneficial. Motion by President Seager, second by Chairman Klarkowski to have the three municipal attorneys get together and determine which of the three will draft the agreement. Motion carried. Director Gartman also provided an update on the summer reading program, stating there were modifications to the program this year, which made it more fair for everyone. He provided an update on the activities planned for the summer program and explained they have been running a summer food drive for the food pantry. They are pleased with the participation in the food drive. Director Gartman reported the East Troy Library was notified the County payment to the library will decrease again in 2020 to $83,503 compared to $91,000 in 2019. He noted this is another reason to consider pursuing the joint library. He stated last year the circulation had decreased, but this year it is up. He also noted beginning January 1, 2019, the Lakeshore Library System created a new plan and funding formula that will not only count circulation. The new formula will take all activities of the library into consideration, which will include computer usage and programs. 2. Update on multi-use recreational trail Chairman Klarkowski shared an update on the multi-use trail. He stated they met with Walworth County and the County indicated they are too busy to be the lead public agency on this project. They also questioned if they could serve as the lead public agency (conduit for funding) but not provide financial support for the project. Walworth County would like to see Waukesha County as a participant in the project and have a commitment from the East Troy Railroad. The next steps are Mary Nicoson will be arranging a meeting with the East Troy Electric Railroad and Chairman Klarkowsi is arranging a meeting with the Village of Mukwonago and Waukesha County. 3. Discussion regarding inventory and tracking of intergovernmental agreements The Board discussed the inventory of agreements the Village provided. Discussed the inventory did not include any agreements between the Town of Troy and Town of East Troy. The Town Boards mentioned they had agreements between the Town of East Troy and Town of Troy pertaining to a tree destroyer and shouldering machine to be added to the list. The Boards also discussed the shared costs for the radio repeater between the Village of East Troy and Town of East Troy. The direction to share costs was made by motion at a joint meeting, but it was discussed a written agreement is preferable. 4. Status of boat launch at Booth Lake Memorial Park and necessary repairs to Townline Road Chairman Kendell discussed the flooding of Townline Road that has been present all season, stating it is beginning to recede. They are planning to patch the road once it dries. It will be necessary to further evaluate the road and it will likely need to be raised. Doing so will also require work on the boat launch for Booth Lake. Each municipality is responsible for 1/3 of the cost related to work on the boat launch. He will be providing estimates for this work soon, so it can be included in 2020 budgets.  EAST TROY TOWN AND VILLAGE OF EAST TROY TOWN OF TROY JOINT BOARD MINUTES July 11, 2019 Page 3 of 3 5. Consideration of placing time limit on the length of joint meetings Chairman Kendall proposed setting a 90-minute limit on joint meetings. The Board discussed if the meeting will exceed the 90 minutes they can take a vote at that time to determine whether they would like to continue the meeting. Motion by Chairman Kendall, second by President Seager, to try not to allow joint meetings to exceed 90 minutes. Motion carried. 6. Recommendations for future agendas Items discussed included: • Update on status of boundary agreement discussions • Update on County repaving project for Highway ES in 2021 (project is within Village limits) • Questioned whether there are any joint equipment purchases to consider with this budgeting cycle. President Seager mentioned equipment for liquid application of deicer as something to discuss further. Next meeting date September 12 at 6:30 p.m. Adjourn Motion by President Seager, second by Trustee Alexander, adjourn at 7: 24 p.m. Motion carried.
