Roll Call: President Seager called the meeting to order at 6:30 p.m. Present: President Scott Seager, Trustees John Alexander, Alexander Alger, Alan Boyes, Mary Nugent, Matt Johnson and Forty Renucci Others: Chief Swendrowski, DPW Director Equitz, Administrator Suhm, Clerk Alexander All Attendees were Remote Via Zoom Citizen Participation No citizen participation. Consent Agenda 1. Approval Minutes – 10/5/2020, 10/7/2020 2. Consider approval of Change in Agent for Dollar General to Amy Trams (no packet materials) 3. Consider approve of MOU with Walworth count re: Salt 4. Consider approval of hangar lease assignment for Hangar C-3 from Sport Aviators, LLC (Michael Olson, Agent) to Don Patterson. 5. Consider approval of hangar lease assignment for Hangar D-5 from Sport Aviators, LLC (Graham Olson, Agent) to Sport Aviators, LLC (Michael Olson, Agent) Motion by Trustee Alexander, second by Trustee Nugent, to approve the consent agenda. Motion carried. Miscellaneous Business 1. Consideration of plans and proposed costs for Village Square modifications to be done in conjunction with the 2021 Highway ES reconstruction project DPW Equitz and Tim Lynch, Lynch & Associates presented the updated plans and estimated costs for the Highway ES reconstruction for 2021. They sought input from the Board that this plan included the design aspects expected, a decision on the curb and gutter for the east end of the project and discussion on informing impacted businesses and residents. Consensus from the Board was that the plan reflected the ideas they had requested be included Consensus from the Board was to plan to install curb and gutter on the east side of the project, draining into the ditch area. This will be consistent with the other areas of the Village. Further discussion included: keeping businesses and residents informed by sending a mailing to include project information and a second mailing providing the project timeline and assessment information; holding a public informational meeting in the first quarter of 2021 to discuss the project plan and timeline; posting information on the Village web site under the DPW Projects tab; the project will go out to bid in January 2021; once costs are known affected parties can be notified of estimated assessments; assessments will only be from the Village, not the County; the sidewalks on Church Street to be in the Right of Way on the east side of the street from the Square to the railroad tracks. The Board expressed understanding that the placement of this sidewalk may inconvenience some residents and hoped that they would understand the benefit to our community.  EAST TROY VILLAGE BOARD MINUTES October 19, 2020 Page 2 of 3 2. Consider Engineering proposal for Multiuse trail project to Brookstone Subdivision Tim Lynch, Lynch & Associates, presented the engineering proposal for the trail from the bridge to Brookstone Subdivision. They have staked the proposed design path and checked the alignment for the project. He explained that the paving of the Mill Pond Park parking lot should wait because it is the staging area for the impoundment project. The timeline for this project would be to receive approval tonight and have the project ready to go to bid in January. It was confirmed that the access on the trail from Brookstone would have a curb cut for ease of access. DPW Equitz is working with WE Energies to utilize existing poles to add lighting. Motion by Trustee Alexander, second by Trustee Alger, to approve the engineering proposal for the multi-use trail to Brookstone Subdivision. Motion carried. 3. Consideration of Special Event Application for Santa on the Square & East Troy Lights 2020, ET Chamber of Commerce, Vanessa Lenz, Chairperson, December 5 from 4 – 8 pm at the Village Square. Event will include tree lighting, winter activities (see provided information), 2-4 live reindeer. Contingent upon receipt of fees if approved. Vanessa Lenz, Chamber of Commerce, was present and outlined the event plan and that she has not yet received Walworth County approval for the closure of the north side of the Square. Santa’s arrival on the Square will also showcase the debut of the East Troy Holiday Light Show which will run through December 31. Motion by Trustee Johnson, second by Trustee Alexander, to approve the special event application for Santa on the Square & East Troy Lights. Motion carried. 4. Consideration of recommendation from Community Development Authority to approve developer’s agreement with 2919 Main St LLC for development of parcel located at 2919 Main Street (ROP 00100) Administrator Suhm reviewed the terms of the agreement and stated that the development is a multi- tenant space, the developer intends to raze the building and construct a new building closer to street for a restaurant and a bakery with a drive-up window. They already have tenants and hope to raze the existing building by the end of this year and have occupancy in summer 2021. The CDA has reviewed the agreement with Attorney Pruitt. Discussion also included the parking for the development and on surrounding streets with a request to have the parking ordinance placed on a future agenda to review the parking limits in the area. Motion by Trustee Johnson, second by Trustee Alexander, to approve the developer’s agreement with 2919 Main St. LLC for the development of 2919 Main Street, ROP 00100. Motion carried. 5. Discussion and direction to staff regarding Village Hall lobby renovation project DPW Equitz presented a rendering of the proposed lobby renovation by Doug Gauger to allow the lobby and office areas to be used more efficiently. Discussion included improved lighting, sound insulation, the size of doorways and possible alternate accessways. DPW Equitz stated he would like to do this project this winter. Once the Board approves the plan the next step is to apply for state approvals and then have Scott Johnson, Building Inspector, issue permits and finalize a materials list. Some Administration offices will need to be temporarily relocated to Meeting Room A while the east entrance is required to be closed to the public. Once the renovation is completed the HVAC work can be done. Walworth County Radio Project (verbal update, no packet materials) Chief Swendrowski updated the Board on the Walworth County project to update the county- wide emergency radio system and that he will begin budgeting for this project expense expected in 2023-2024 to purchase all new radios for the squads and offices. He also mentioned this project will extend to the Fire Department as well, so they may be including this expense in their budget process. 8. Airport Advisory Committee Minutes – 09/14/2020 9.
