EAST TROY VILLAGE BOARD MINUTES February 7, 2022 Page 1 of 3 Call Meeting to Order, Pledge of Allegiance Clerk Alexander verified the meeting was posted according to law. Roll Call: Clerk Alexander called the meeting to order at 6:30 p.m. Present: Trustees John Alexander, Mary Nugent, Matt Johnson, Forty Renucci, Jason Smalley and Joe Wisnewski Excused: President Scott Seager Others: Chief Swendrowski, Clerk Alexander Clerk Alexander asked for a motion to appoint a chairperson for the meeting. Motion by Trustee Nugent, second by Trustee Smalley, to nominate Trustee Johnson to chair the meeting. Motion carried. Citizen Participation No citizen participation. Consent Agenda 1. Approval Minutes – 1/17/2022, Joint Meeting 1/20/2022 2. Consider approval of Kwik Trip Expansion Stormwater Maintenance Agreement Motion by Trustee Alexander, second by Trustee Smalley, to approve the consent agenda. Motion carried. Miscellaneous Business 1. Deputy Chief of Police Position a. Consideration of Chief Swendrowski’s recommendation to appoint Joshua DeMeio to Deputy Chief position Chief Swendrowski reviewed Officer DeMeio’s qualifications and dedication to the Village, it’s citizens and the department and expressed his pleasure to promote Officer DeMeio. Motion by Trustee Johnson, second by Trustee Alexander, to promote Officer Joshua DeMeio to Deputy Chief. Motion carried. b. Administer Oath to Deputy Chief Joshua DeMeio accepted the promotion to Deputy Chief, took his oath and was congratulated by the Village Board. 2. Consideration of Chief’s request to participate in Executive Management Program training Chief Swendrowski explained the training and that this expense was not known at the time the 2022 budget was set. Motion by Trustee Nugent, second by Trustee Alexander, to approve Chief Swendrowski to participate in the Executive Management Program and using surplus funds from the 2021 training accounts. Motion carried. Trustee Johnson stated that if the 2021 surplus funds had been re-allocated funds would be available from contingency funds. 3. Consideration of Side Letter to the Village of East Troy Professional Police Association, Local 310 of the Labor Association of Wisconsin to allow lateral transfers within the department  EAST TROY VILLAGE BOARD MINUTES February 7, 2022 Page 2 of 3 Chief Swendrowski explained that the department would be hiring a new officer, his conversations with the Police Union, the current employment environment, and the use of the lateral transfer option. He has worked with Union regarding the implementation of the lateral transfer program and the impacts on pay and vacation. He stated he feels this will allow a greater pool of interest for open department positions. Motion by Trustee Nugent, second by Trustee Renucci, to approve the side letter of agreement with the local Police Association. Motion carried. 4. Discussion/Consideration of addressing safety issues at North Street (Highway 20) and Byrnes Street pedestrian crossing Motion by Trustee Johnson, second by Trustee Smalley, to table this item until the next meeting. Motion carried. Ordinances & Resolutions 1. 2022-01 Amending the Zoning Code for a Planned Development District for an adaptive reuse for property at 2931 Union Street (ROP 00075); Steve Lambrechts, applicant (application 2021-22) a. Public Hearing Trustee Johnson opened the public hearing at 6:41 pm. There were no comments. Trustee Johnson closed the public hearing at 6:42 pm. b. Potential action by Village Board Motion by Trustee Alexander, second by Trustee Smalley, to approve Ordinance 2022-01 to amend the Zoning Code for a Planned Development District for an adaptive reuse for property at 2931 Union Street (ROP 00075). Motion carried. 2. Ordinance 2022-02 – Mitigation Rates for Emergency and Nonemergency related to East Troy Area Emergency Services District Trustee Alexander explained this ordinance allows East Troy Area Emergency Services to charge for their services at the updated rates and he confirmed that they would be collecting for the East Troy Area Emergency Services District as stated in the modifications. He suggested the ordinance be approved with the modifications and that the new rate schedule is almost complete. Motion by Trustee Alexander, second by Trustee Smalley, to approve Ordinance 2022- 02 with the phrase “on behalf of the Village of East Troy” be stricken. Motion carried. 3. Ordinance 2022-03 and Resolution 2022-03 a. Ordinance 2022-03 – Amendment to Municipal Code to allow an Acting Village President to fill in during a President’s term if necessary Clerk Alexander explained that there is currently no provision for an Acting Village President in the absence of the elected Village President and this ordinance allows for an Acting Village President to be named when necessary to continue with uninterrupted Village business. Motion by Trustee Alexander, second by Trustee Smalley, to approve Ordinance 2022-03. Motion carried. b. Resolution 2022-03 – Appointment of Acting Village President  EAST TROY VILLAGE BOARD MINUTES February 7, 2022 Page 3 of 3 Motion by Trustee Nugent, second by Trustee Alexander, to approve Resolution 2022-03. Motion carried with Trustee Johnson abstaining. Reports 1. Booth Lake Minutes – 12/15/2021 2. CDA Minutes – 11/29/2021 3. 2021 Room Tax Report – Trustee Johnson requested the East Troy Area Chamber of Commerce bring a report to the Board regarding their plans going forward. 4. Annual Chlorides Report – Motion by Trustee Renucci, second by Trustee Johnson, to table this report until DPW Equitz is available. Motion carried. 5. Airport Managers 4th Quarter 2021 Report – Trustee Renucci requested this report be tabled until DPW Equitz is available. Trustee Johnson stated that Mr. Watkins, Airport Manager, was present to discuss the report and DPW Equitz could be asked to address the Board at a future meeting with any clarifications. Mr. Watkins reviewed his report and discussed the current change in aviation fuel pricing. Trustee Johnson stated that DPW Equitz is planning to attend the March Airport Advisory meeting to discuss the future airport layout plan. Trustee Renucci asked about the ongoing fence repairs and Chief Swendrowski stated that a recent activity with the Emergency Services had a good turnout and was good training to take place on the field. Adjourn Motion by Trustee Smalley, second by Trustee Wisniewski, to adjourn. Motion carried at 7:00 pm.
