Call Meeting to Order, Pledge of Allegiance
Clerk Alexander verified the meeting was posted according to law.
Roll Call:
President Seager called the meeting to order at 6:30 p.m.
Present: President Scott Seager, Trustees John Alexander, Mary Nugent, Forty Renucci, Jason
Smalley and Joe Wisnewski
Excused: Trustee Matt Johnson
Others: Chief Swendrowski, DPW Director Equitz, Administrator Suhm, Clerk Alexander
Citizen Participation
Ellie Griffa, 2894 Main St., expressed her support for the Americas Dairyland bike race.
Jim Surges, expressed his support for the Americas Dairyland bike race.
Consent Agenda
1. Approval Minutes – 3/7/2021
2. Consider approval of Special Event and Class B Beer License from Knights of Columbus, Keith Witt,
Event Chairperson, for Corn & Brat Fest July 29, 30 and 31 (10 am – dusk), 2022, on the Square
with initial set up on Thursday, July 25. Temporary Operators: Keith Witt, Jeremy Hartranft, Ted
Cvikota
a. Contingent upon receiving updated Certificate of Insurance.
b. Thursday night set-up to be completed by 6:30, prior to ET Community Band performance
3. Consideration of 2023 Budget Schedule
Motion by Trustee Nugent, second Trustee Smalley, to approve the consent agenda. Motion carried.
Miscellaneous Business
1. Consideration of Granting:
a. Special Event Permit to East Troy Chamber of Commerce for the East Troy Cycling Classic on the
Village Square on Friday, June 17, 2022
b. Permit for Bike Race on surrounding streets Friday, June 17, 20220, Vanessa Lenz, Event Chairperson
(road closures from 9:00 am to 8:15 pm, race events 11:10 am to 8:15 pm), set-up begins at 8:30 am
c. Application for Temporary Class B Liquor License for Friday, June 17, 2022 - Operators
to be Vanessa Lenz and Sarah Manke
d. All permits contingent upon:
i. Approval of street closures from Walworth County
ii. Receipt of fees
iii. Receipt of vendor list at least one week prior to event
Vanessa Lenz, Executive Director of the East Troy Area Chamber of Commerce, attended via phone, discussed
highlights of the event that has been on hiatus for the last two years due to COVID and the road construction. This
will be the ninth year on June 17. She reviewed the event points, the revised route for 2022 due to the new islands
on the Square and being an outdoor recreation community. A representative from Tour of America’s Dariyland
(TOAD) and Ann and Ted Zess were present to answer questions. They expressed their excitement for this event
returning to East Troy and the new Village Square. It was confirmed that residents along the route have been
notified by letter, which was sent March 7, 2022, to residents along the route, offered alternative parking options
and provided information on this meeting for residents to attend. There will be three different parking options for
residents to use during the race day. Races would be stopped should an emergency situation arise. Mr. Zess
assured that the Chamber will work with residents to accommodate their needs the day of the event. Concerns
from Chief Swendrowski and DPW Equitz included setting a different detour and to assess the barricade needs for
safety.

Motion by Trustee Nugent, second by Trustee Renucci, to approve the Special Event Permit to East
Troy Chamber of Commerce for the East Troy Cycling Classic on the Village Square on Friday, June 17,
2022. Motion carried with Trustee Smalley abstaining.
Motion by Trustee Alexander, second by Trustee Nugent, to approve Temporary Class B Liquor License
for Friday, June 17, 2022. Motion carried with Trustee Smalley abstaining.
2. Consider recommendation from the Plan Commission to approve a three-lot certified survey
map in Town of East Troy off of Swoboda Road (PET3100008) (within the Village's
extraterritorial plat review jurisdiction); Justin and Mary Rohrer, applicant (application 2022-
06)
Motion by Trustee Renucci, second by Trustee Smalley, to approve the three-lot certified survey
map in Town of East Troy off of Swoboda Road (PET3100008). Motion carried.
3. Consideration of Memorials and Donations policy
Administrator Suhm discussed her memo and explained that staff has fielded requests over the
past several years about making donations as memorials and this policy was developed to provide
guidance with such a project going into the future.
The current Village Square project has resulted in additional interest in memorials and this policy
will assist to promote standardization and consistency. Trustee Nugent asked if this policy would
apply to the library however the library has their own donation policy but may consider adopting
any or all of this policy as they see fit.
Motion by Trustee Renucci, second by Trustee Smalley, to approve the policy as presented. Motion
carried.
Ordinances & Resolutions
1. Resolution 2022-04 – Termination of Tax Incremental District (TID) 3
Administrator Suhm explained that by adopting Resolution 2022-04 it will begin the process to close
the TID.
Motion by Trustee Smalley, second by Trustee Renucci, to approve Resolution 2022-04.
Motion carried.

Motion by President Seager, second by Trustee Smalley, to adjourn to closed session pursuant to Wis.
Stats. 19.85(1)(e) to conduct other specified public business, whenever competitive bargaining reasons
require a closed session (Letter of Intent for property within TID 4). Motion carried on a roll call vote:
