EAST TROY VILLAGE BOARD MINUTES August 1, 2022 Page 1 of 2 Call Meeting to Order; Pledge of Allegiance Clerk Alexander verified the meeting was posted according to law. Roll Call: Acting President Johnson called the meeting to order at 6:30 p.m. Present: Acting President Matt Johnson, Trustees John Alexander, Mary Nugent, Forty Renucci, Jason Smalley and Joe Wisnewski Excused: President Scott Seager Others: Chief Swendrowski, DPW Director Equitz, Administrator Suhm, Clerk Alexander Citizen Participation No citizen participation. Consent Agenda 1. Approval Minutes – 7/18/2022 2. Consider approval of Walworth County Right of Way Agreement 3. Consider approval of special event application for Walk of Terror, Jeff McKone, Applicant, dates of event: set-up August 30-September 29 with the event on September 30, October 1,7,8,13,14,15,21,22,27,28,29 and 30 from 6 pm to 11 pm, at 3072 Graydon Ave., Rossmiller Park (see attached drawing for location of tent/haunted house) with tear down October 30 – November 5. a. Note: no Certificate of Insurance provided, Indemnification and Hold Harmless Agreement signed – see page 2 4. Consider lease assignment for hangar S-14 to M & R Zess Motion by Trustee Alexander, second by Trustee Nugent, to approve the consent agenda. Motion carried. Miscellaneous Business 1. Budget Review Session: Review of Five-Year Capital Improvement Plan and Financial Management Plan 1. Capital Improvement Plan 2. Presentation Jon Cameron, Ehler’s, presented the CIP and financial management workshop. Discussion included future value projections closing TID 3, assumed annual inflation beyond TID closures, current debt position and capital fund balances 2. Preliminary direction to staff on 2023 operations budget No changes in services were requested. Discussion included wage and benefit projections, incorporating a 6% increase into the preliminary budget, anticipated levy increase, and expected results of pending market study. Ordinances & Resolutions 1. Ord. 2022-09 - Amend the Village's comprehensive plan by changing the land use classification of two properties (RLC 00002; RLC 00003) from General Commercial to General Industrial; applicant (John Theisen, agent) (application 2022-22) a. Public Hearing Acting President Johnson opened the public hearing at 7:10 pm. There were no comments. Acting President Johnson closed the public hearing at 7:11 pm. Possible Action by Village Board Motion by Trustee Renucci, second by Trustee Alexander, to adopt Ordinance 2022- 09 based on the findings included in the ordinance of the attachments of the public hearing and draft ordinance dated June 27, 2022. Administrator’s Report – Jan. to July 2022 Closed session Motion by Acting President Johnson, second by Trustee Alexander, to adjourn to closed session pursuant to Wis. Stats. 19.85(1)(e) for the purpose of conducting other specified public business, whenever competitive or bargaining reasons require a closed session (Pending Developments and Development Agreement).
