Call Meeting to Order; Pledge of Allegiance
Clerk Alexander verified the meeting was posted according to law.
Roll Call:
President Johnson called the meeting to order at 6:30 p.m.
Present: President Johnson, Trustees John Alexander, Jim Holm, Fortune Renucci, Jason
Smalley and Joe Wisnewski
Excused: Trustee Nugent
Others: Chief Swendrowski, DPW Director Equitz, Administrator Suhm, Clerk Alexander
Citizen Participation
Stephan Styza, Oconomowoc, WI , apologized to the Board for the condition of his property at
2954 Main Street. He requested to come before the Board at the next meeting to discuss next
steps to move forward with property and options for the judgements against the property.
Consent Agenda
1. Approval Minutes – 10 /2/ 2023, 10/11/23 Special Meeting
2. Consideration of MOU with WI Election Commission for use of Badger Books Electronic Poll Books
3. Consideration of professional services provided by Lynch & Associates for engineering work
related to the southeastern retention basis in East Troy Business Park South (TID)
Motion by Trustee Alexander, second by Trustee Smalley, to approve the consent agenda.
Motion carried.
Miscellaneous Business
1. Consideration of awarding bid to Visu-sewer for Hilltop Drive sewer lining project
Motion by Trustee Renucci, second by Trustee Alexander, to approve the item. Motion carried.
2. Consider approval of hiring Police Officer
Chief Swendrowski put forth an officer for hiring consideration. The background checks
are finalized, and testing should be completed this week, with confirmation early next
week. He could then be hired if approved.
Motion by Trustee Alexander, second by Trustee Smalley, to hire Joseph Bullock as a full-
time police officer pending successful completion of the psychological, physical and drug
tests. Motion carried.
Ordinances & Resolutions
1. Res 2023-20 Consideration of an initial resolution regarding industrial development revenue
bond financing for MDC East Troy LLC Project. Information with respect to the job impact of
Administrator Suhm reviewed her memo and stated that this action has no liability to the
village, there is no financial responsibility for the village and doesn’t affect our bond rating or
debt capacity. It will require staff to complete paperwork and attend meetings.
Motion by Trustee Alexander, second by Trustee Smalley, to approve Resolution 2023-20.
Motion carried with no nays and no abstentions.
2. Res 2023-19 Adopt the Municipal Fee Schedule for 2024
Trustee Renucci stated that he disagreed with the $10 fee for the single overnight parking
permit.
Motion by Trustee Alexander, second by Trustee Smalley, to approve the fee schedule with the
single overparking fee set at $10 for 2024, Resolution 2023-19. Motion carried.

Closed session
Motion by President Johnson, second by Trustee Alexander, to adjourn to closed session
pursuant to Wis. Stats. 19.85(1)(e) deliberating or negotiating the purchasing of public
properties, the investing of public funds, or conducting of other specified public business,
whenever competitive or bargaining reasons require a closed session (TID 5 Development).
Motion carried on at roll call vote:
