TOWN AND VILLAGE OF EAST TROY, TOWN OF TROY JOINT BOARD MINUTES August 27, 2024 Page 1 of 2 Call Meeting to Order; Pledge of Allegiance Roll Call: Chairperson Jerry Arntson called the meeting to order at 6:30 p.m. Present: Village of East Troy –President Johnson, Trustees John Alexander, Jim Holm, Mary Nugent, Fortune Renucci, and Joe Wisniewski Town of East Troy – Chairman Joe Klarkowski, and Supervisors Tyson Leonard Barbara Church, Joseph Jahner Town of Troy - Chairman Jerry Arntson, Supervisors Roger Bord and Thomas Lorden Excused: Supervisor Michele Reyes, Trustee Jason Smalley Others: Village of East Troy Administrator/Treasurer Eileen Suhm, Town of Troy Clerk-Treasurer Michael Ramps, WCEDA Director Derek D’Auria, and Library Director Bartoli, Fire Chief DeGaro Citizen Participation/Public Comment None. Miscellaneous Business 1. Update on Tri-Troy Library (Derek D’Auria) a. Executive Director for the Walworth County Economic Development Alliance (WCEDA) gave an update on the status of the Tri-Troy Library. Administrator Luberda put forward as a resolution for the Wisconsin Counties Association (WCA), to support the proposed change in state legislation required for the county and the municipalities to move forward. It was tabled at the July meeting because they thought it was a little too complex. There is a process to appeal. County Board Chair Rick Stacy agreed to appeal with the WCA. Walworth County Administrator Luberta is planning to attend the WCA conference in September and advocate for the resolution while he is there. He is hoping the resolution will be on the agenda at the conference. If that does not work, pursue grassroots effort working with the Wisconsin Towns Association and League of WI Municipalities. Hoping to get on the legislators’ radar and gain support. b. WI Library Association update - Trustee Nugent shared that Steve Oohs has presented material to them, a similar resolution. He anticipates they will pass it or take no action (in other words, will not oppose). 2. Discussion regarding library strategy – Tami Bartoli, Library Director a. Presentation of Library strategic actions taken from Survey Results and other sources (Internal Catalog and WiLS). Three basic goals. The first goal is to expand communications with residents, primarily via social media but also through VoET Parks and Rec seasonal guide. Also to strengthen relationships and promote services by focusing communications on educating on these topics. The second goal is to develop programming that appeals to a wider range of audiences. The recently passed budget will allow for expanded hours to accommodate this goal. The third is to create solutions to minimize facility shortcomings, like utilizing other facilities that are more accessible, and modifying the website to be ADA compliant. b. Community calendar. The library would like to host a Google calendar on their website for smaller community organizations (library, lions, community center, etc). This allows a resident to locate all community events in one location. Each organization will have their own calendar and if a resident doesn’t want to see the events of any participating organization, the subscriber can click it off. Director Bartoli asked whom she should reach out to, to get as many participants as possible on the calendar from the three municipalities. 3. Fire/EMS Update and Ehlers Study Presentation – Town of Troy Chairman, Jerry Arntson, Chief DeGaro (ETAESD), and Chief Schell (Town of Troy)  TOWN AND VILLAGE OF EAST TROY, TOWN OF TROY JOINT BOARD MINUTES August 27, 2024 Page 2 of 2 a. The purpose of the study was to see if there are viable cost savings and maintain or improve response times by consolidation of the Troy Center Fire Department (TCFD) with the East Troy Area Emergency Services District (ETAESD). Ehlers provided expertise with a consultant that has been through previous consolidation like this one and assisted with the financial analysis. The study shows a six-year projected savings of up to $327,000 for the Town of Troy, due mostly to changes to billing of EMS calls. The Town of East Troy shows a six-year projected savings of up to $206,500. A six-year projected savings of up to $139,606 for the Village of East Troy. The Town of Spring Prairie sees a six-year projected savings of up to $35,920. b. President Johnson asked if the Town of Troy be interested in appointing somebody to join the ETAESD Board meetings. That group would continue to pursue the consolidation. They meet monthly and tell us what the next steps are. Supervisor Church asked that Chief Schell and a Spring Prairie representative be involved as well. Chair Arntson recommends the TCFD & ETAESD chiefs be advised by somebody that has done this before to guide the merger. c. Motion: President Johnson, seconded by Trustee Nugent to instruct two chiefs to continue conversation with Ehlers and contact districts aware of to find consultant and come back with a set of recommendations and costs. Motion carried. 4. Discussion regarding Town of East Troy Compost Site Usage – Town of East Troy Chairman Joe Klarkowski a. Village of East Troy Attorney working on a draft agreement. Town of Troy DPW Supervisor would like to be a party to it. Next steps once the draft agreement, each board reviews, suggest edits, then possible approval. 5. Status Update on Trails and Grants – ET to Mukwonago and Village Grants for Hwy 120 – Town of East Troy Chairman Joe Klarkowski a. Timing of agreement. Village is the lead agency for Mukwonago-East Troy and has been notified of the planning study grant award but is awaiting the state municipal agreement. Anticipates it will be received soon. Discussed possibility of adding multi-use trail along St. Peter’s Road to the Girl Scout Camp as a spur on the trail along the Electric Railroad. Discussed another potential connection at Mill Pond Park in the Village of East Troy. Chair Klarkowski reiterated that the more planned connections shown in the plan increase the chances of being awarded the grant. Town of East Troy received bridge SMA (agreement) for Bridge on Beach Street. There are some concerns the bridge height would need to be raised to accommodate a trail underneath. It may not be possible depending on the impact to the intersection with Beach Road and Highway ES. 6. Future Agenda Items a. Fire/EMS consolidation study progress b.
