Call to Order, Roll Call and Pledge of Allegiance. Motion by Councilmember Tidd to excuse Councilmember Magdoff from the meeting. Councilmember Johnson seconded the motion. Motion carried (6-0). 1. Consent Items: a. Waste Management Solid Waste Agreement Amendment No. 1. b. Special Asphalt Product – Rental Agreement Vouchers: c. Date: 6/21/2022, Checks: 57068-57071, 57073-57145, and voided check: 57072 in the amount of $291,783.44. d. May 2022 Payroll Certification Minutes: e. 6/7/2022 City Council Meeting Minutes. f. 6/16/2022 Workshop Meeting Minutes Motion by Councilmember Tidd to approve consent items. Councilmember Sleiman seconded the motion. Motion Carried (6-0). 2. Citizen Requests/Comments. None. Public Hearings: a. Mayor Crawford opened a public hearing to consider adopting Ordinance 2022-15, amending Title 19.11 definitions at 6:03 pm. Planning Manager Curtis Lillquist provided a staff report. Mayor Crawford opened the public comment period, no comments were received from the public. Mayor Crawford closed the public hearing at 6:05 p.m. b. Planning Manager Curtis Lillquist presented the first reading of Ordinance 2022-15, amending Section 19.11 definitions. Mayor Crawford suspended the second reading. Motion by Councilmember Sterk to adopt Ordinance 2022-15, amending Title 19.11 definitions as presented. Councilmember Raab seconded the motion. Motion carried. (6-0) 4. Presentations. a. Project Development Manager Garren Melton introduced a new hire Staff Engineer Mark Jennings to Council. b. Becci Piepel, Douglas County Solid Waste Programs Director presented information on a paint recycling program for City and County citizens that will begin in July 2022, on behalf of the Douglas County Solid Waste Programs. Comments provided by Councilmember Tidd and Mayor Crawford. c. Jerri Barkley presented the Wenatchee Valley Chamber of Commerce Annual Report on behalf of the Wenatchee Valley Chamber of Commerce. No Comments from Council d. Glen DeVries, Community Development Director for the City of Wenatchee presented the progress in the development of the homeless housing sleep center, information regarding the Wenatchee Rescue Mission contract for a 20 bed low- barrier shelter for homeless men, a proposal for the People’s Foundation to operate a 40 bed low barrier shelter, and that the PowerHouse Ministries received a grant from the homeless tax funds to help them cover operational costs.
