East Wenatchee City Council Meeting Tuesday, October 4, 2022 East Wenatchee City Hall 271 9th Street NE East Wenatchee, WA 98802 Minutes In attendance: Staff in attendance: Mayor Jerrilea Crawford Sean Lewis, Assistant City Attorney Councilmember John Sterk Curtis Lillquist, Community Development Director Councilmember Harry Raab Rick Johnson, Police Chief Councilmember Robert Tidd Trina Elmes, Events Director/PIO Councilmember Sasha Sleiman Garren Melton, Public Works Manager Councilmember Christine Johnson Maria Holman, City Clerk Councilmember Matthew Hepner 6:00 p.m. Regular Meeting. Call to Order, Roll Call and Pledge of Allegiance. Motion by Councilmember Sleiman to excuse Councilmember Magdoff from the meeting. Councilmember Hepner seconded the motion. Motion carried (6-0). 1. Consent Items: a. 9/1/2022 Interagency Agreement with the Washington Traffic Safety Commission. Vouchers: b. Date: 10/4/2022, Checks: 57556-57600, in the amount of $188,6727.28. Minutes: c. 9/15/2022 Council Workshop Meeting Minutes d. 9/20/2022 Council Meeting Minutes e. 9/29/2022 Council Budget Workshop Meeting Minutes Motion by Councilmember Johnson to amend the 9/20/2022 Council Meeting Minutes to reflect the addition of her attendance at the meeting and approve remaining consent items. Councilmember Hepner seconded the motion. Motion carried (6-0). Mayor Crawford requested to amend the agenda to remove Action Item 7b. ARP Funds Committee Recommendations. This item was premature on the Agenda and is pending contracts before consideration is taken. Motion by Councilmember Sleiman to amend the 10/4/2022 agenda to remove Action Item 7b. ARP Funds Committee Recommendations. Councilmember Johnson seconded the motion. Motion carried (6-0). 10/4/2022 Council Meeting Minutes Page 1 of 3 2. Citizen Requests/Comments. None. 3. Presentations. None. 4. Department Report. 5. Mayor’s Report. a. Mayor Crawford read and presented the 2022 Family History Month Proclamation to Jackie Malone a Family History Celebration Week in the Wenatchee Valley. b. Mayor Crawford presented a Certificate of Recognition to Josh Virnig for 5 Years of Dedicated Public Service with the City. Mr. Virnig was not present to receive the certificate. c. Events Director/PIO Trina Elmes shared information with the Council about the Miss Veedol Banners that are hung in the Council Chambers. The banners are a duplicate of murals that are currently displayed in Misawa Japan. d. Mayor Crawford provided information regarding the Misawa Japan delegation and plans to go to Misawa in August 2023. e. Mayor Crawford provided anticipated street closures for the 9th Street Project. 9th Street will be closed 10/5/2022-10/6/2022, 10:00 p.m. to 6:00 a.m., and again 10/24/2022-11/4/2022. f. Mayor Crawford shared that the new public works building concrete floors will be poured this Thursday, 10/6/2022. 6. Action Items. a. City Clerk/Human Resources Manager Maria Holman presented Resolution 2022-50, authorizing the Mayor to execute an agreement for Granicus, GovQA Public Records Request Management Software, between Granicus and The City of East Wenatchee. Motion by Councilmember Sleiman to approve Resolution 2022-50, authorizing the Mayor to execute an agreement for Granicus, GovQA Public Records Request Management Software, between Granicus and the City of East Wenatchee as presented. Councilmember Hepner seconded the motion. Motion carried (6-0). 7. Council Reports & Announcements. a. North Central Washington Economic and Development District representative Councilmember Hepner shared information regarding the winner Dragontail Forge of North Central Washington Economic Development Districts Marquee of the Year Award. b. Councilmember Tidd provided information regarding the meeting held by Douglas County and a potential glass repurposing machine/facility for the Wenatchee Valley. There will be another meeting scheduled that will include Waste Management. c. Mayor Crawford shared with the Council regarding the RV parking lots in Wenatchee that are now providing services to those in need.
