Call to Order, Roll Call and Pledge of Allegiance which was led by the Cub Scout Pack. 1. Consent Items: a. 10/24/2022 Subscriber Agreement with Public Safety Testing Inc. b. 2023 Organized Crime Drug Enforcement Task Forces Agreement. Vouchers: c. Date: 11/1/2022, Checks: 57664-57666, 57670-57733, in the amount of $713,380.30. d. Payroll Certification for September 2022. Minutes: e. 10/13/2022 Council Workshop Meeting Minutes. f. 10/18/2022 Council Meeting Minutes. Motion by Councilmember Johnson to approve consent items. Councilmember Tidd seconded the motion. Motion Carried (7-0). 2. Citizen Requests/Comments. a. Community Development Director and Cub Scout Master Curtis Lillquist introduced Cub Scout Pack 3 and shared with the City Council that the Scouts are currently learning rules of law. Mayor Crawford opened the public hearing at 6:06 p.m., for the for the purpose of fixing the 2023 Final Budget (RCW 35A.33.060), and to receive public comment. Any taxpayer may appear and be heard for or against any part of the budget. Finance Director Josh DeLay provided the staff report. No public comment was received during the hearing. Mayor Crawford closed the public hearing at 6:09 p.m. i. Mayor Crawford read the first reading Ordinance 2022-25, fixing and confirming the salaries and compensation to be paid to certain officials and employees of the city of East Wenatchee during the year 2023. No action was taken by the Council. ii. Mayor Crawford read the first reading of Ordinance 2022-26, adopting the annual budget of the city for the fiscal year commencing January 1, 2023. No action was taken by the Council. 4. Presentations. a. Mayor Crawford presented a Certificate of Recognition for 5 Years of Public Service to the City of East Wenatchee Police Department to Police Officer Isaac Fleshman- Cooper. Officer Cooper was present to receive the certificate. Comments provided by Councilmember Tidd and Mayor Crawford. 5. Department Report. a. Finance Director Josh DeLay presented an August 2022 Monthly Financial Report. Comments provided by Mayor Crawford, Councilmember Hepner, and Councilmember Magdoff. 6. Mayor’s Report. a. Public Works Manager Garren Melton provided an update on the 9th and Valley Mall Parkway construction project to the City Council as it has been closed. Comments provided by Mayor Crawford, and Councilmember Johnson. 7. Action Items. a. Finance Director Josh DeLay presented the second reading of Ordinance 2022-24, authorizing the regular property tax levy to be collected in the 2023 tax year where the City is opting to bank its capacity and not take an increase over the 2022 levy. Community Development Director Curtis Lillquist presented Ordinance 2022-27, amending chapter 2.30 of the East Wenatchee Municipal Code changing the regular meeting date of the East Wenatchee Planning Commission, containing a severability clause, and establishing an effective date. Comments provided by Councilmember Sterk and Councilmember Sleiman. Motion by Councilmember Sterk to adopt Ordinance 2022-27, amending chapter 2.30 of the East Wenatchee Municipal Code changing the regular meeting date of the East Wenatchee Planning Commission to the fourth Wednesday of each month. Councilmember Hepner seconded the motion. Motion carried (7-0). c. City Clerk/Human Resources Manager Maria Holman presented Resolution 2022-48, updating, and replacing the City of East Wenatchee Personnel Manual, Policies and Procedures (Lexipol Handbook) by rescinding Resolution No. 2017-18, Resolution No. 2018-16, and Resolution No. 2019-05. Comments provided by Councilmember Magdoff. Motion by Councilmember Magdoff to approve Resolution 2022-48, updating and replacing the City of East Wenatchee Personnel Manual, Policies and Procedures (Lexipol Handbook) by rescinding Resolution No. 2017-18, Resolution No. 2018-16, and Resolution No. 2019-05. Councilmember Sleiman seconded the motion. Motion carried (7-0). 8. Council Reports & Announcements. a. Councilmember Tidd presented information on Eastmont High School football games and encouraged attendance to their future games. b. Councilmember Tidd informed the City Council that he will be participating in a trip to the Netherlands, as part of his Link Transit board city representative responsibilities, in December 2022. c. Councilmember Sleiman provided an update about the Dias Des Los Muertos event at the Wenatchee Valley Museum & Cultural Center in collaboration with the Wenatchee Valley Chamber of Commerce Hispanic Business Council. d. Councilmember Magdoff, city representative for the Housing Authority of Chelan County & the City Wenatchee, provided an update on the Mountain View Affordable Family Housing project in Entiat, the open house was a success with attendance of over fifty people and with the support of the original property owner. e. Councilmember Magdoff, city representative for the Housing Authority of Chelan County & the City Wenatchee, provided an update that the Housing Authority submitted a funding application to Housing and Urban Development for the ongoing Family Self-Sufficiency Funds and for Stability Vouchers. f.
