CITY COUNCIL REGULAR MEETING Tuesday, February 18, 2025 Zoom and City Hall, 271 9th St NE, East Wenatchee, WA 1. CALL TO ORDER Mayor Crawford called the East Wenatchee City Council meeting to order at 6:00 p.m. 2. PLEDGE OF ALLEGIANCE Councilmember Arnold led the Pledge of Allegiance. 3. ROLL CALL Present: Councilmember Botello, Councilmember Arnold, Councilmember Magdoff, Councilmember Tidd, Councilmember Stockton (Zoom), Councilmember Johnson (Zoom) and Councilmember Hepner. 4. COUNCILMEMBER DECLARATION OF CONFLICT OF INTEREST No Councilmembers indicated conflicts with any of the items on the agenda. 5. CONSENT AGENDA a. Approval of the January 2025 Payroll Certification. b. Approval Voucher Report, Checks: 61289 - 61354, in the amount of $144,876.51. Motion by Councilmember Tidd to approve the agenda, January 2025 payroll certification, and vouchers as presented. Councilmember Magdoff seconded the motion. Motion passed unanimously. 6. CITIZEN COMMENTS None provided. 7. PRESENTATIONS a. Public Works Manager Garren Melton provided the 2024 Public Works Annual Report. Comments provided by Councilmember Magdoff, Councilmember Arnold, Councilmember Hepner, and Councilmember Johnson, Councilmember Botello and Councilmember Stockton. 8. ACTION ITEMS a. City Clerk Laura Leon presented Resolution 2025-18, establishing a process to select a representative to the Greater Wenatchee Public Facilities District Board. Motion by Councilmember Tidd to approve Resolution 2025-18 establishing a process to select a representative to the Greater Wenatchee Public Facilities District Board as presented in Exhibit A. Councilmember Botello seconded the motion. Motion passed unanimously. City of East Wenatchee Council Meeting Minutes 02-18-2025  b. Events Director/PIO Trina Elmes presented the East Wenatchee Event Board Funding recommendation for Lodging Tax funds for Greater Wenatchee Girls Softball Association’s Sterling Invite, May 24-26, 2025. Motion by Councilmember Botello to authorize Mayor Crawford to execute an agreement with the Greater Wenatchee Girls Softball Association, for an amount not to exceed of $10,000.00, for the Sterling Invite as recommended by the East Wenatchee Event Board. Councilmember Hepner seconded the motion. Motion passed unanimously. c. Events Director/PIO Trina Elmes presented the East Wenatchee Event Board Funding recommendation for Lodging Tax funds for Eastmont Metro Park District’s Eastmont Winter Classic AAU Basketball Tournament, February 21-23, 2025. Motion by Councilmember Stockton to authorize Mayor Crawford to execute an agreement with Eastmont Metro Park District, for an amount not to exceed of $15,000.00, for the Winter Classic AAU Basketball Tournament, as recommended by the East Wenatchee Event Board. Councilmember Johnson seconded the motion. Motion passed unanimously. d. Events Director/PIO Trina Elmes presented the East Wenatchee Event Board Funding recommendation for Lodging Tax funds for Wenatchee Valley Sports Foundation’s Special Olympics WA State Winter Games, February 28 – March 3, 2025. Comments by Councilmember Hepner, Councilmember Tidd and Councilmember Johnson. Motion by Councilmember Hepner to authorize Mayor Crawford to execute an agreement with Wenatchee Valley Sports Foundation, for an amount not to exceed $20,000.00, for the Special Olympics WA State Winter Games as recommended by the East Wenatchee Event Board. Councilmember Arnold seconded the motion. Motion passed unanimously. e. Events Director/PIO Trina Elmes presented the East Wenatchee Event Board Funding recommendation for Lodging Tax funds to the City of East Wenatchee Events Department for the Classy Chassis Parade and Car Show, May 2-3, 2025. Comments by Councilmember Magdoff, Councilmember Arnold, and Councilmember Stockton. Motion by Councilmember Tidd to grant the City of East Wenatchee Events Department $3,000.00 for the Classy Chassis Parade and Car Show as recommended by the East Wenatchee Event Board. Councilmember Magdoff seconded the motion. Motion passed unanimously. City of East Wenatchee Council Meeting Minutes 02-18-2025  9. MAYOR’S REPORT a. Mayor Crawford announced the Opening Ceremony for the Washington State Special Olympics would be taking place on Friday, February 28, 2025, at 7:00p.m. at the Town Toyota Center. b. Mayor Crawford reported the Regional Sports Complex Study had concluded and the study’s findings could be accessed on the Chelan Douglas Regional Port Authority’s website. Mayor Crawford then outlined the process required to form a new Public Facilities District, and indicated local jurisdictions had until July 2026 to determine that interest. c. Mayor Crawford announced that both she and Wenatchee Mayor Poirier would be giving a “State of the Cities” presentation at 8:00 am on Thursday, February 20, 2025, at the Wenatchee Valley Chamber of Commerce, and invited the public and Council to attend. d. Mayor Crawford reminded the Council of the scheduled February 20th Workshop Meeting and the February 26th Fiscal Sustainability Meeting. 10. COUNCIL REPORTS & ANNOUNCEMENTS a. Councilmember Magdoff provided an update on the work conducted by Our Valley Our Future and indicated she would be sharing information released by the group. b. Councilmember Magdoff, as City representative for the Wenatchee Valley Museum and Cultural Center, provided an update on the organization. c. Councilmember Tidd, as City representative for Link Transit provided an update on the organization. 11.
