1. CALL TO ORDER
Mayor Crawford called the East Wenatchee City Council meeting to order at 6:00 p.m.
2. PLEDGE OF ALLEGIANCE
Councilmember Tidd led the Pledge of Allegiance.
3. ROLL CALL
Present: Councilmember Botello, Councilmember Arnold, Councilmember Magdoff (Zoom),
Councilmember Tidd, Councilmember Stockton, Councilmember Johnson, and Councilmember
Hepner (Zoom).
4. COUNCILMEMBER DECLARATION OF CONFLICT OF INTEREST
No Councilmembers indicated conflicts with any of the items on the agenda.
5. CONSENT AGENDA
a. Approval Voucher Report, Checks: 61476-61513, in the amount of $188,136.95.
b. Approval of 03-18-2025 Council Meeting Minutes.
c. Approval of 03-26-2025 Fiscal Sustainability Workshop Minutes.
Motion by Councilmember Tidd to approve the agenda, vouchers, and meeting
minutes as presented. Councilmember Johnson seconded the motion. Motion
passed unanimously.
6. CITIZEN COMMENTS

7. ACTION ITEMS
a. Public Works Manager Garren Melton presented Resolution 2025-17, North Kentucky
Avenue Improvements Consultant Contract Amendment 1; City Project No. 2023-05.
Comments provided by Councilmember Stockton.
Motion by Councilmember Tidd to approve Resolution 2025-17 authorizing Mayor
Crawford to execute a design contract with RH2 Engineering for Right of Way
Acquisition work associated with the North Kentucky Avenue Improvements Project
as presented in Exhibit A. Councilmember Botello seconded the motion. Motion
passed unanimously.
b. Public Works Manager Garren Melton presented Resolution 2025-20, Excavator
Purchase for East Wenatchee Stormwater Utility.

Motion by Councilmember Tidd to approve Resolution 2025-20 authorizing the
purchase of a John Deere 50P Excavation from Pape Machinery as presented in Exhibit
A. Councilmember Stockton seconded the motion. (6-1) Motion passed.
c. Public Works Manager Garren Melton presented Resolution 2025-21, Safe Routes to
School Change Order 9 and 10; City Project No. 2019-08 and 2019-09.
Comments provided by Councilmember Stockton.
Motion by Councilmember Botello to approve Resolution 2025-21 authorizing Mayor
Crawford to execute Change Orders 9 and 10 associated with the East Wenatchee Safe
Routes to School Projects as presented in Exhibit A. Councilmember Johnson seconded
the motion. Motion passed unanimously.
d. City Clerk Laura Leon presented on the Public Facilities District Member Applications.
Comments provided by Councilmember Tidd, Councilmember Stockton, Councilmember
Arnold, Councilmember Johnson.
Motion by Councilmember Magdoff to interview all three applicants who applied for
the Public Facilities District Member position on Tuesday, April 15, 2025.
Councilmember Hepner seconded the motion. (6-1) Motion carried.
Motion by Councilmember Stockton to hold a Special Meeting on April 15, 2025, at
5:15pm for the purpose of holding interviews for the Public Facilities District Board
position. Councilmember Johnson seconded the motion. (6-1) Motion carried.
8. MAYOR’S REPORT
a. Mayor Crawford reported on her attendance at the National Vietnam War Veterans Day
event on Saturday, March 29, 2025, hosted by the Wenatchee Valley College and the
American Legion.
9. COUNCIL REPORTS & ANNOUNCEMENTS
a. Councilmember Botello, as City Representative for Safe Streets for All Task Force,
provided a report on the committee’s first meeting.
b. Councilmember Magdoff reported community news regarding the nonprofit
organization Our Valley Our Future and their 2025 Symposium Series at Wenatchee
Valley College.
c. Councilmember Hepner provided an update on the Washington State’s 2025 Legislative
Session.
d. Councilmember Stockton, as City representative for the Climate Policy Advisory Team,
provided an update on the work conducted by the committee.

With no further business, the meeting adjourned at 06:51 p.m.
