MINUTES CITY COUNCIL FISCAL STABILITY WORKSHOP SESSION Wednesday, June 25, 2025 5:30 PM East Wenatchee Police Department Training Room, 50 Simon Street, East Wenatchee, WA Present: Councilmember Magdoff, Councilmember Arnold, Councilmember Johnson, Councilmember Castellente, and Councilmember Stockton. Staff: Finance Director Josh DeLay, Chief of Police Rick Johnson, City Clerk Laura Leon, Public Works Director Garren Melton, Events Director/PIO Trina Elmes. FISCAL STABILITY WORKSHOP SESSION Call to order The meeting was called to order at 5:34 p.m. Update on Financial Forecast and 2026 Budget Schedule Finance Director Josh DeLay provided a Financial Forecast (2025-2028) for the City of East Wenatchee where six different financial forecast scenarios were presented. A 2026 budget Development Schedule was reviewed by the group. Review of current Financial Policies The council reviewed and discussed the city’s existing financial policies. Public Safety Grants The group reviewed the recently passed legislature ESHB 2015, improving public safety funding by providing resources to local governments and state and local criminal justice agencies and authorizing a local option tax. Discussion took place on the Public Safety Grant Program and Tax Authority that authorizes cities to adopt a new 0.1 percent sales use tax for criminal justice purposes, with Council approval. No action was taken by the council.
