CITY COUNCIL 2026 BUDGET WORKSHOP #3 Tuesday, August 26, 2025 City Hall, 271 9th St NE, East Wenatchee, WA Present: Councilmember Arnold, Councilmember Castellente, and Councilmember Johnson. Staff Present: Mayor Crawford, Finance Director Josh DeLay, Events Director/PIO Trina Elmes, Chief of Police Rick Johnson, Community Director Curtis Lillquist and City Clerk Laura Leon. 1. CALL TO ORDER Councilmember Arnold called the meeting to order at 2:30 p.m. 2. DRAFT 2026 DEPARTMENT BUDGET PRESENTATIONS Events Director/PIO Trina Elmes, Police Chief Rick Johnson and Community Development Director Curtis Lillquist presented their respective draft 2026 department budgets. Mayor Crawford presented the Human Resources Department Budget. Councilmember Johnson left the meeting at 3:15 p.m. 3.
