Financials The Financials were reviewed and Finance Director Josh DeLay, sent a statement along with the financial documents. The Hotel/Motel fund will finish the year with roughly $150,000, and we budgeted for another $225,000 in hotel/motel taxes for next year. That gives the EWEB roughly $375,000 to play with next year (probably more like $325,000 in order to maintain a healthy $50,000 fund balance). We budgeted for $120,000 to come to the City, and $61,000 for the Museum. If those are approved that leaves roughly $144,000 for other entities. CITY OF EAST WENATCHEE EVENTS DEPARTMENT (509) 886-6108 | EastWenatcheeWa.gov 271 9th St. NE, East Wenatchee, WA Events The Wings & Wishes Christmas Tree Lighting event was originally canceled, but we were Update able to turn it into Santa’s Ride-Around-Town instead. Santa road on a fire truck throughout East Wenatchee, waving and playing Christmas music for everyone to hear. Santa was escorted by the East Wenatchee Police Department and a Douglas County Sheriff’s Deputy. The event was very popular and every one, no matter their age, was excited to see Santa. Classy Chassis Parade & Car Show is scheduled for April 30-May 1, but it is not looking promising. Events Director Elmes is looking into options if it is able to happen, but on short notice. The City also launched their new website last week. Tourism Grants Wenatchee Valley Chamber of Commerce The Chamber of Commerce is asking for $45,000, per year, to help promote the City of East Wenatchee. This would be a two year contract for 2021-2022. Motion by Councilmember Rob Tidd to fund the Wenatchee Valley Chamber of Commerce’s request of $45,000, per year, for 2021 and 2022. Jason Heinz seconded the motion. Motion carried (7-0) City of East Wenatchee The Events Department is asking for $104,000 for Staffing, $8,000 for the Classy Chassis Parade & Car Show promotions and $8,000 for the Wings & Wheels Festival promotions. Motion by Councilmember Rob Tidd to fund all three of the City of East Wenatchee requests for a total of $120,000 for staffing the Events Department and promoting the Classy Chassis Parade & Car Show, provided it takes place, and the Wings & Wheels Festival, provided it takes place. Sally Brawley seconded the motion. Motion carried (7-0). WVCC Update Jerri Barkley explained how the Ad Calendar works and what the advertising schedule for the year is. Jerry also went over the STR Report and explained how to read it and what all of the data means. Other Board members had a roundtable. Our mission and our work are how WWVMCC inspires dynamic connections to the unique heritage of the Wenatchee Valley. In addition to being a repository of more than 60,000 objects, photographs and records, we offer a variety of educational programs for adults and families throughout the year. Representative programming includes: Museum exhibits (such as Wildfires and US, A River of Baskets, and the current My Sky traveling exhibit from Boston Children’s Museum); Environmental Film and Speaker Series; Family Artist in Residence program (Saturday drop in art program); Enrichment classes for 1st – 7th grade; Educational tours on the history, arts, sciences, and cultural diversity of the area (including: Native Heritage, Geology, Railroad History, and History of Wenatchee through Turn of the Century Architecture); and Community events (Multicultural Festival, Night at the Museum, and Dia de los Muertos/Day of the Dead). https://www.eastwenatcheewa.gov/Admin/FormCenter/Submissions/Print/23 2/8 1/19/2021 https://www.eastwenatcheewa.gov/Admin/FormCenter/Submissions/Print/23 Describe the Prior Success of Your Activity* In 2019 the Museum started investing in digital and social marketing. This paid off heavily in 2020 as most of our programming and exhibits moved to a digital format. Aside from reaching a large number of people with targeted information, we have been able to receive better data on the number of people reached and their location. People who are members of partner museums in Seattle, Spokane, and the Tri-Cities are able to use that membership to gain free entry into the museum. There are currently 43 other museums and science centers in this program that we are partnering on, providing reciprocal benefits to their members. Since joining this program and tracking reciprocal use, we are seeing most people visiting and using this benefit are coming from the Seattle area. Describe Your Target Audience* Our local demographic is mostly comprised of families and retired or senior individuals. We market to a similar demographic statewide. The core demographic of our current tourist audience is the retirement generation: adults age 55-70 with moderate to high income, higher education, and an interest in history, arts, culture, antiques, collectibles and natural sciences. This demographic of traveler has been defined as the cultural traveler. Most cultural travelers want to enrich their lives with new travel and cultural experiences. This is the target audience for our changing exhibits, our bus tours, and our expanded Sunday summer hours. For specific events, the target audience differs depending on the nature and content of the event. For example, our bus tours generally attract an older demographic who are interested in engaging in an all-day educational experience, introducing them to the region; whether it is through geology or history. While our community cultural celebrations are geared to a more general audience and we see a mix of the cultural tourists, area families, and a rich mix of cultural diversity. Cultural tourists, having a higher income level and generally retired younger or with greater vacation capacity, tend to have longer vacations then the average tourist - staying 5.2 days versus 3.4 days). Expand from the above questions, such as: what it is you wish to do; the tangible and intangible benefits to the community; visitor impact; and how you will evaluate the success of the project.* This funding is not going to one specific event, but will be directed to the exhibits and programs that we feel will have the greatest impact and draw statewide and will support efforts to elevate the museum as a tourist facility. It would also be directed at marketing and guest service activities and needs that build our capacity to cater to a tourist audience. The Wenatchee Toy and Cycle exhibit, highlighting a historic Valley business and a history of toys. This exhibit will be a large draw for families. Our 2021 Bus Tours, which begins in May and run through October (barring any health and safety restrictions,) also have a tourist appeal. These Bus Tours cover a range of interests including Geology, Native and Cultural Heritage, and Regional History (The Wellington Disaster in Stevens Pass for example.) Support of the museum makes good sense in creating a draw for tourism. In a recent study shared by The Cascade Loop Association, they noted that visitors traveling to engage in cultural and heritage activities account for over 42% of all domestic travel. 78% of all U.S. leisure travelers participate in cultural or heritage activities. The U.S. Department of Commerce found two-thirds of American adult travelers included a cultural, arts, heritage, or historic activity or event while on a trip of 50 miles or more and added extra time to their trip because of a cultural, arts, heritage, or historic activity or event (Travel Industry Association of America, U.S. Department of Commerce, 2016). In addition, this same study noted that cultural tourists spend four times as much per person than those travelling to sports events. https://www.eastwenatcheewa.gov/Admin/FormCenter/Submissions/Print/23 4/8 1/19/2021 https://www.eastwenatcheewa.gov/Admin/FormCenter/Submissions/Print/23 How will you advertise, publicize or otherwise distribute information regarding your activity?* In 2021 we plan to invest marketing money in elevating the exterior of the building and adjacent streets with banners promoting the museum and current museum exhibits and programs. Creating a sense of vibrancy to the exterior of the building and to the downtown block we are located on. In addition to creating a welcoming and inviting tourist destination, we will be actively marketing the museum by working with our local chambers and engaging travel writers, placing ads in statewide travel magazine and visitor guides, printing and distributing rack cards in communities outside of the Wenatchee Valley, and placing social media and google ads that widen our audience reach. The museum has been a part of two reciprocal programs for the last few years. People who are members of partner museums in Seattle, Spokane, and the Tri-Cities are able to use that membership to gain free entry into the museum. Section II - Projected Tourism Benefit RCW 67.28 provides authority for cities and counties to use lodging tax for tourism promotion to attract visitors and encourage tourism expansion. State law also details certain reporting requirements for jurisdictions that levy a lodging tax. Each agency awarded East Wenatchee lodging tax funds will be required to submit a Tourism Funding Expenditure Report Worksheet to the City with detailed actual information at the conclusion of their tourism promotion activities. But due to COVID –19 our attendance at in person events in 2020 have been significantly lower. In 2020, our online attendance has increased 500% over 2019 numbers. The participation numbers cited here are based on 2018. As 2019 was an exceptional high year for attendance and 2020 was an exceptional low year for attendance, they appear to be outlier years. 2018s numbers are more consistent with the previous five year history in attendance. In 2018 we have had a 7,400 nights. In addition to the number of paid nights that we are estimating, if we apply economic impact numbers to the 8,372 visitors we expect will visit the museum, but who will not stay overnight, they will have an economic impact of $736,736 ($88 per person) on Chelan County. Of the 6,578 people stay over night (either in paid or unpaid accommodations,) they will have an economic impact of $828,828 ($126 per person.) Our total out of town (50 miles or more) visitors will have an economic impact of $1,565,564. Explain How You Calculated the Previous Estimates* These numbers are calculated based on a representative survey based on historical data. Our ability to accurately estimate 2021 numbers is hampered by current health and safety restrictions. These numbers are assuming some measure of in- person programming, but largely based on a typical year. How will you collect and verify the above information for your Activity?* For visitors entering the museum, we collect the zip code for their party through our computerized POS system. We also record the number of program participants and guests for events happening off-site. Based on the actual number of visitors within a specific time period and the percentages of visitors from various locations determined in the sampling from the POS system, an estimate of total number of visitors by location is generated. Information is also collected by event staff and volunteers at after-hours and off-site programs. Certain events attract out-of-area participants and visitors. Based on the draw for the event, and the number of hotel rooms we facilitate booking for the participants, we are able to extrapolate an accurate estimate of the paid room accommodations vs alternative arrangement made by museum participants and guests. This year, in addition to our regular draw with the Winter Wine Gala, Wenatchee Jazz Workshop, Mariachi Festival, and Fiestas Mexicanas, we hosted a major exhibition and associated programs that brought in an additional audience of out-of-area visitors that paid for accommodations. We also keep a sign in book for guests and international locations noted in the guest book that are not reflected in the collected samples of data (due to only taking one zip code per group). This shows a broad visitation from many countries including: Canada, Japan, Denmark, Vietnam, France, Brazil, Ecuador, England, Germany, Mexico, Slovenia, South Africa, Ecuador, and more. Some of the states represented in the past year with multiple visitors include Montana, California, Oregon, Minnesota, New Jersey, New York, Virginia, Massachusetts, Idaho, Arizona, Colorado, South Dakota, Pennsylvania, Illinois, Texas, Connecticut, New Mexico, Wyoming, Alaska, Nevada, and almost every state in the union being represented at least once throughout the past year. A great example of this is our Pangborn Exhibit. This exhibit promotes an incredible piece of East Wenatchee history, highlighting not only historical figures, but locations that visitors can go and visit for more information, in East Wenatchee, after they leave the Museum. I have contacted the City of East Wenatchee and will meet all necessary requirements including, but not limited to, insurance, business licensing, permitting and state reporting requirements. If my activity is funded, I agree to use the approved East Wenatchee logo in all promotional material. I understand the Washington State limitations placed on use of the Lodging Taxes, and certify that the requested funds will be used only for purposes described in this application or as approved by the City of East Wenatchee. I understand use of funds is subject to audit by the State of Washington. I acknowledge that all of the contents of this application are subject to disclosure under the Washington State Public Records Act, RCW 42.56, and that the application will be discussed in meetings of the East Wenatchee Events Board, which acts as the Lodging Tax Advisory Committee, that are open to the public under RCW 42.30. I understand: I am proposing a tourism-related service. If awarded, my organization will enter into a Municipal Services Contract with the City and will provide liability insurance for the duration of the Contract. The insurance will name the City as an additional insured and in the policy will be in an amount to be determined by the City of East Wenatchee. The Recitals set forth above are hereby incorporated into this Agreement and are made binding commitments and representations of the Parties by this reference. 2. Wenatchee’ s Obligations. a. Wenatchee will pay the Museum $ 300, 000 per year. Wenatchee will pay this amount in monthly installments of $25,000. b. Wenatchee retains control and ownership of the Museum buildings, site and improvements as well as an y equipment not specificall y designated as the Museum property. Accordingly, Wenatchee will be responsible for the ongoing maintenance of the Museum buildings, subject to a separate agreement between the Museum and Wenatchee defining levels of maintenance, and provide and pay for the Museum’ s existing and future reasonable information systems needs and costs as allowed by Wenatchee’ s annual budgeting process. c. Wenatchee must provide for comprehensive liability and casualt y insurance on all Museum facilities including permanent collections. d. Until the Museum develops its own website, Wenatchee will identify East Wenatchee as a sponsor of the Museum on the webpages on Wenatchee’ s website that promote the Museum. 3. East Wenatchee’ s Obligations. Beginning January 1, 2020, East Wenatchee will pay the Museum $ 121, 488. 00 per year. East Wenatchee will pay the annual payment in monthly installments of $10,124. 4. The Museum’s Obligations. a. The Museum director shall meet at least quarterly with representatives of Wenatchee and East Wenatchee to work to maintain a harmonious relationship between the Cities and the Museum. b. The Museum director shall solicit the comments from the Cities with respect to the Museum’ s annual budget proposal to Wenatchee and East Wenatchee City Councils and shall submit any request from the Museum for funding to the Cities. c. The Museum director shall advise Wenatchee and East Wenatchee on the overall cultural and historic needs of the Cities and region. d. The Museum shall direct the Museum staff, lead fundraising for the activities of the Museum as related to the Museum, and provide staff related to the Museum operation, collections care, programs and exhibits, and assist Wenatchee and East Wenatchee with issues related to the operation of the Museum. The Museum shall utilize the payments from Wenatchee and East Wenatchee provided for as set out in this Agreement to carry out this work and assure operation in accordance with accepted National Museum AGREEMENT BETWEEN THE CITY OF WENATCHEE, THE CITY OF EAST WENATCHEE AND WENATCHEE VALLEY MUSEUM AND CULTURAL CENTER Page 2 Association standards. e. The Museum By-Laws shall reserve one Board member position with full voting rights for each City. The Ma yor of Wenatchee and Mayor of East Wenatchee shall nominate one Board Member annually to represent their respective Cities on the Board as full voting members in accordance with Museum governance. These nominations are in addition to members who alread y serve on the Board. The Museum shall retain control and ownership of all collections and museum exhibits and any other item of property within the museum which is specifically designated as Museum property in the records of the Museum director. f. The Museum shall maintain its IRS Section 501(c) 3 tax exempt status in good standing at all times. g. The Museum shall provide fund raising support to foster the development of programs that benefit the cultural identity and heritage of the Wenatchee valley. h. The Museum shall have full responsibility for handling any and all monies received by the Museum. Wenatchee and East Wenatchee staff will not handle any Museum monies. i. The Museum will display an East Wenatchee logo on each public entrance to a Museum building. j. For each special event sponsored by the Museum, the Museum will acknowledge either City’s contribution to the Museum in formal promotional materials ( i.e. logo, etc). k. The Museum will allow either City to sell City related merchandise at the Museum’ s gift shop. The Museum will track such sales separatel y and may receive a commission, as negotiated ahead of time, on any such sales. l. Subject to availability, based on prior agreements, the Museum will allow both Cities to use the Performance Center and kitchen up to four times each year without cost. Either City will submit an application for use at least two weeks before the desired date of use. m. The Museum agrees either City ma y use available meeting rooms without additional cost, twice per month. In addition, the Museum will provide meeting space that can be scheduled on a regular basis for the Misawa Sister City program. Requests for meeting space will be subject to availability and the application to use such meeting room will be submitted at least two weeks before the desired date of use. n. The Museum will act as the host facility for the Wenatchee Valley Misawa Sister City organization. o. Once the Museum develops its own website, it will prominently display both Cities as sponsors. 5. The Museum’ s obligations regarding LTAC funding. a. Before January 31 of each year, the Museum will submit the following information to East Wenatchee for the upcoming year: i. An estimate of how many of the patrons may travel and stay overnight in paid accommodations; iii. An estimate of how many of the patrons will travel to the Museum from more than 50 miles away and sta y overnight in paid accommodations; and iv. An estimate of how many of the patrons will travel to the Museum from another country or state. b. Before January 31 of each year, the Museum will submit the following information to East Wenatchee for the preceding year: i. The number of people who patronized the Museum; ii. The number of patrons who traveled and stayed overnight in paid accommodations; iii. The number of patrons who traveled to the Museum from more than 50 miles away and sta yed overnight in paid accommodations; and iv. The number of patrons who traveled to the Museum from another country or state. c. Before January 31 of each year, the Museum will submit the following information to East Wenatchee for the upcoming year. i. The name, date and location of each special event (an event designed to attract attendance from people who live outside the Wenatchee Valle y area) that the Museum plans to sponsor. ii. For each special event, an estimate of the number of people who will travel to the event and stay overnight in paid accommodations; the number of people who will travel to the event from more than 50 miles away and stay overnight in paid accommodations; and the number of people who will travel to the event from another country or state. d. Before January 31 of each year, the Museum will submit the following information to East Wenatchee for the preceding year. i. The name, date and location of each special event that the Museum sponsored; and ii. For each special event, the number of people who attended each event, the number of people who travelled more than 50 miles to attend the event, the number of people who travelled from another state or country to attend the event, and the number of people who travelled more than 50 miles to attend the event and stayed overnight in the Wenatchee Valley. f. Before January 31 of each year, the Museum will submit an application for a Tourism Promotion Grant to the East Wenatchee Events Board. g. The Museum affirmatively represents that it will not use any monies received from East Wenatchee for anything other the direct operation of the Museum ( For example, using monies received from East Wenatchee for the operation, maintenance, or administration of the Wells House or the Wells House Committee would be impermissible). For each special event sponsored by the Museum, the Museum will acknowledge either City’s contribution to the Museum in formal promotional materials ( i.e. logo, etc). 6. Term. This Agreement continues through December 31, 2024. 7. Termination. a. East Wenatchee may terminate this Agreement upon 120 days advance written notice if the Museum uses monies received from East Wenatchee for an impermissible purpose. b. Wenatchee and East Wenatchee may terminate this Agreement may terminate this Agreement upon 120 days advance notice in the event the Museum receives a funding source for museum support services that would fully replace Wenatchee and East Wenatchee’ s monetary contribution pursuant to this Agreement. Further, Wenatchee and East Wenatchee may re-open this Agreement to address amending each City’s monetary contribution in the event the Museum receives a funding source for museum support services, ( such as a junior taxing district), that would replace twenty percent (20%) or more of each City’s monetary contribution pursuant to this Agreement. 8. Limitation on Liability. Each liability incurred by the Museum must be satisfied exclusively from the assets, credit, and properties of the Museum or the City of Wenatchee. No one has an y right of action against or recourse to City of Wenatchee or the City of East Wenatchee, or their assets, credit, or services, on account of any debts, obligations, liabilities or acts or omissions of the Museum. 9. Legal Disputes. The venue for any action of law, suit in equity, or judicial proceeding for the enforcement of this Agreement must be instituted and maintained only in a court of competent jurisdiction in Douglas Count y, Washington. 10. Entire Agreement. This Agreement constitutes the entire agreement between Wenatchee, East Wenatchee, and the Museum pertaining to the Museum. Any modification of this Agreement shall be binding onl y if evidenced in writing and signed by each Party.
