Michael Machado motioned to accept the minutes and Supattra Winger seconded the motion. Motion carried (5-0). Financials The financial documents and the 2024 budget were reviewed. Tourism City of East Wenatchee – Administration and Event Requests Grants The City of East Wenatchee is requesting a total of $184,000 to fund the following: • Administration - $163,000 • Classy Chassis - $10,000 • Pangborn’s Festival of Flight - $10,000 • Havana Nights - $1,000 Events Director/PIO Elmes presented all four applications and supporting information and they were all reviewed by the Board. Board members decided to review the applications together, instead of individually. Michael Machado motioned to approve the City of East Wenatchee’s Grant Applications in the amount of $184,000 to fund the Administration for $163,000, Classy Chassis for $10,000, Pangborn’s Festival of Flight for $10,000, and Havana Nights for $1,000. Brent Schmitten seconded the motion. Motion carried (5-0). Event Update Wings ‘n Wishes is schedule for December 7, 6:00-8:00pm, for the Tree Lighting and December 9, 1:00-3:00pm, for Santa’s Ride Around Town. Hotelier Supattra Winger talked about the Cedar’s Inn occupancy numbers. Update WVCC Update Ashley Sinner, gave an update on the Wenatchee Valley Chamber of Commerce and Jason Grover gave an update on sports tourism. Describe How You Will Promote Lodging Establishments, Restaurants and Businesses Located in the City of East Wenatchee* I will work directly with the State Special Olympics office to make sure the City of East Wenatchee is utilized for housing of teams and advertise the area for restaurants with volunteers and spectators. The sheer magnitude of the 13 venues sites that will operate simultaneously throughout the event weekend creates a huge opportunity for people from all over the state to see and experience our entire valley. The success of the event every year is quite easy to evaluate. The numbers aren't a guess, we know exactly how many athletes, coaches, chaperones and volunteers that will be involved and the families and spectators are a bonus the to large numbers we already know about. How will you advertise, publicize or otherwise distribute information regarding your activity?* Advertising will happen through local and state media in addition to the state Special Olympics website and numerous social media platforms. Section II - Projected Tourism Benefit RCW 67.28 provides authority for cities and counties to use lodging tax for tourism promotion to attract visitors and encourage tourism expansion. State law also details certain reporting requirements for jurisdictions that levy a lodging tax. Each agency awarded East Wenatchee lodging tax funds will be required to submit a Tourism Funding Expenditure Report Worksheet to the City with detailed actual information at the conclusion of their tourism promotion activities. Last year we had 80 teams from all over Washington and a couple from Idaho and Oregon. The ages are 3rd - 8th grade. Describe the Prior Success of Your Activity* This will be my 6th year with the tournament and every year it has grown in numbers. This event is now a state qualifying event drawing teams from out of town as a last chance to qualify for the state tournament. Describe Your Target Audience* We are targeting AAU basketball teams boys and girls divisions from the 3rd grade to 8th grade. Describe How You Will Promote Lodging Establishments, Restaurants and Businesses Located in the City of East Wenatchee* I will list all local hotels on the website. I also schedule out of town teams earlier Saturday morning to promote staying Friday night. Teams in different divisions are guaranteed 4 games. They play 3 games between Friday and Saturday and a minimum of 1 on Sunday. The two teams that make it to the Championship in Each Division are awarded medals and a bid to the state tournament. I figure 2 parents and 1 player per family (its an average, some are lower some are higher). 12 spots times 3 per spot is 36 people per team times the number of teams so 36*80 = 2880, I rounded to the nearest hundred then based the rest off of history of the tournament. How will you collect and verify the above information for your Activity?* I look at the registrations and know where all the teams are from. Last year I set up room blocks at a hotel and all the rooms were taken. People are buying gas at the gas stations, eating at restaurants, shopping in our stores and staying in our hotels. Overall this is a big win for the local economy and tourism for East Wenatchee. Section IV - Signature of Applicant I attest the information in this application is accurate, that I am an agent authorized to represent the Organization and I understand the funds requested, if granted, will go to the Organization. I have contacted the City of East Wenatchee and will meet all necessary requirements including, but not limited to, insurance, business licensing, permitting and state reporting requirements. If my activity is funded, I agree to use the approved East Wenatchee logo in all promotional material. I understand the Washington State limitations placed on use of the Lodging Taxes, and certify that the requested funds will be used only for purposes described in this application or as approved by the City of East Wenatchee. I understand use of funds is subject to audit by the State of Washington. I acknowledge that all of the contents of this application are subject to disclosure under the Washington State Public Records Act, RCW 42.56, and that the application will be discussed in meetings of the East Wenatchee Events Board, which acts as the Lodging Tax Advisory Committee, that are open to the public under RCW 42.30. I understand: I am proposing a tourism-related service. If awarded, my organization will enter into a Municipal Services Contract with the City and will provide liability insurance for the duration of the Contract. The insurance will name the City as an additional insured and in the policy will be in an amount to be determined by the City of East Wenatchee. The City of East Wenatchee will only reimburse those costs actually incurred by my organization/agency. Reimbursement only occurs after the service is rendered and after I submit a signed Request for Reimbursement form to the City of East Wenatchee. I will include copies of invoices and payment documentation with the Request. My organization/agency will submit a report documenting the economic impact results in a format determined by the City of East Wenatchee.
