Affordable & Fair Housing Partnership – Minutes – 3/24/2022 Present: Janna Tetreault, Kiam McQuaid, Zac Banas, Jackie Brosseau-Pereira, Shira Simon Absent: Kate Shapiro Others Present: Jamie Webb, Assistant Planner; Kate Banigan-White (AFHP membership is pending City Council approval) Meeting was held remotely via zoom 1. Call to order and Introductions 2. Town Lodging Update a. City owned property that is leased to SMOC for Single-Room Occupancy living of low- and moderate-income residents. Property is deed restricted affordable housing and historic preservation. Major capital improvements needed on the property. Recently more concerns about the safety of the residents. All residents have been evicted and relocated to other SMOC properties. SMOC has terminated its lease. Mayor would like to keep it for housing but it needs a lot of work to do that. Amount of work needed to bring it up to code is extensive. City is in process of securing the building. 3. CHAPA Municipal Engagement Initiative (MEI) a. AFHP is engaging in the Municipal Engagement Initiative from CHAPA. Date of meeting is the May 26th AFHP meeting. Will likely be a hybrid meeting or in person. Usually about 1.5 hours. Likely from 6:30-8pm. Location is TBD. b. The Planning Department has already heard some opposition to reuse of the school buildings for housing. Therefore, this meeting is coming at an excellent time and will give us a good opportunity to put the new committee to good use. JANNA IS THERE ANYTHING YOU WANT TO ADD/CHANGE TO THIS? c. Discussion of doing a targeted mailing for outreach. Possible to do a postcard writing event at the next meeting. 4. Future meeting format a. Future meetings will be in person at 50 Payson Ave starting April 28th. Consensus that that is okay. Likely 4th Thursday in Conference Room B at 6pm. Janna will confirm with the City Clerk 5. Reminder regarding required trainings for Board Members: Open Meeting Law Training and Conflict of Interest Trainings 6. ValleyCDC update a. CPA voted to approve the Valley CDC housing sustainability and financial literacy proposal at their March meeting. The appropriation request will be going to City Council on 4/6 and the finance subcommittee on 4/13. No need to go to the 4/6 meeting but it would be good to show support for the project on the 4/13 meeting. Jamie will send the agenda out to the Partnership in advance of that meeting. 7. Approval of the February minutes a. Jackie motion to approve; Janna second b. No changes or corrections c. Roll call votes i. Jackie yes ii.Zac yes iii. Janna yes iv. Shira yes v.Kiam yes d. Minutes approved unanimously 8. Advocacy updates – Commission on Disability is looking to collaborate with other boards. Not clear what exactly the collaboration would be. Could be with regard to the Fair Housing issues. Would be good to be involved with MEI. Invite COD chair to future meetings. COD has been meeting the first Tuesday of each month at 10 am. Jamie will send the next COD meeting agenda to the AFHP. 9. No other discussions 10. Meeting adjourned at 6:55pm
