4. Discussion on Tighe and Bond’s information on rate study.
Mike Schrader from Tighe &Bond came and presented a revised draft of the Water and Sewer Rate
Evaluation. Draft is on file.
5. Director’s Report
• Union Street Construction Schedule- Utility pole relocation work will continue throughout the month.
Minor traffic delays to be expected. Some gas utility test pits and relocation may begin later this
summer/fall. We do not anticipate major construction work commencing on Union St until the spring of
2023. Municipal staff (Mayor’s office, DPW & Planning) and the Easthampton Chamber of Commerce
will be working cooperatively on communication outreach efforts for businesses and residents to keep
everyone informed of project updates. This is a MassDOT managed project communication could be
challenging as many agencies are involved (Eversource Electric, Eversource Gas, Verizon, Charter etc.
• Cherry street construction scheduled- F & O has requested a construction schedule from Marais (should
have in hand by 8/5) they have been working on establishing a construction staging area on Cherry St.
Change from Ductile Iron to C909 water main & associated submittals. Significant construction active
anticipated being underway by the end of the month.
• Complete streets grant for Holyoke St.- Allen & East Green $286K-FY23 Chapter 90 allotment-WRAP
funding- Out to bid late this summer-anticipate significant construction underway Spring of 2023.
• Shard Streets & Space Grant- Sidewalks Snow Removal Track Machine-$50K our match funding will be
$17,900.00 to procure a new ASV RT40 Track Loader with 48” snow blower.
• 75 Oliver St. Building is now under the care of the DPW die to being vacant.
• Adam Robbins- 3rd place in Mass Highway Loader Operator Safety & Skills Training Event- Field of 70
competitors.
