4. Discussion on Tighe and Bond’s information on rate study.
Three Rate setting workshop for the public are to be the second meeting of each month starting
September 21, 2022, October 19, 2022 and then November 16, 2022.
This will help inform residents and answer any questions they might have about the rate increase and
why it is happening.
Showing a few different ways for the rates to be increased.
Possible Public hearing in January 2023.
5. Director’s Report
• Union Street Construction Schedule – No updates for 8/17/2022 meeting.
• Cherry Street Construction Schedule – Morais Concrete Services has begun
construction activities on Cherry Street. Their main focus right now is
replacement of the Sanitary sewer main and structures. They planning to begin
construction on the drainage outfall and slope stabilization within the next week.
We are diligently working with property owner at 67 Cherry Street to access the
outfall and slope through an easement across their property.
• Holyoke Street Paving and Pedestrian Safety Upgrades – Our engineers are
working on finalizing the bid package and construction documents to pave and
perform pedestrian safety upgrades on Holyoke Street. We anticipate the project
going out to bid by the end of the month. This project will include paving of
Holyoke Street from Cottage to Allen Street and the installation of RRFB’s at the
intersection of East Green and Allen Streets.
• Greenwood Court - A group of residents of the Greenwood Court neighborhood
has reached out to the City Council and Police Department regarding speeding
and increased traffic flow since Brewster Court closed. We are working towards
installing a temporary speed table on Greenwood Court to help alleviate their
concerns. This speed table could potentially be moved to other locations in the
City should it prove to be successful on Greenwood.
• Building Operations - The 3 now vacant school buildings are to be officially
turned over to the City this evening. We will be incurring costs in the coming
months for heat and building maintenance while the RFP process for their reuse
takes place. I will be working with the Mayor’s office on an appropriation to fund
these expenses in the coming months. I anticipate heat and electricity cost to be
around $150k annually and we will also be incurring cost for sprinkler and boiler
system inspections, snow removal, fire alarm, and elevator inspections.
