Finance Committee meeting 1-30-2020
Chair – Dan Rist
Members –Bill Lynch (Clerk) – Peg Conniff
Councilor Rist called the meeting to order at 5:30pm.
Minutes from 1-15-2020 approved – Amend the dates have one error
Motion made from Councilor Lynch, Second by Councilor Conniff and it passed 3-
0
Public communications – None
Mayor Communications - None
New Business –
Transfer $81,069.00 from Free Cash to various payroll accounts. This is for a
increase in step raises on 1-1-2020. This would permanently increase the pay plan
salaries 2.5%. This will go retro to July 1
Councilor Conniff made the motion to approve, second by councilor Lynch and it
passed 3-0 Set for a public hearing on 2-19-2020
Stabilization Funds – two new accounts. Councilor Rist started the conversation
but wanted the Mayor to be here to continue discussion. There was discussion
around the idea of how the money can be used to help offset taxes. Without the
Mayor and a solid plan around how it will impact the rates. Dan would like to set a
public Hearing at the next meeting for 2-19-2020.
Continuing Business
Transfer $44,940.60 from Free Cash to various accounts.
Chief Mottor explained the details around the need for the transfer.
A motion was made by Councilor Lynch Second by Councilor Conniff and passed
3-0 – This is set for a Public Hearing on 2-5-2020
Transfer of $70,444.79 from Free Cash to BC/BS Health Insurance Liability
This transfer will be for the holiday insurance not paid by the employees. This will
not be paid next year because the premiums are not going up next year.
Councilor Lynch made the motion to approve, Councilor Conniff second the
motion and it passed 3-0 – Set for public hearing on 2-5-2020
Next meeting is 2-12-2020 at 5:30pm in room 1.
Councilor Conniff made a motion to adjourn second by Councilor Lynch and it
passed 3-0.
