The meeting was videotaped. No minutes were available to approve. Mayor Communication: None New Business 1. Request for Supplemental appropriation $112,193.67 Police Contractual Budget Obliga- tions (BOLD below are part of the discussion notes) - To restore FY21 contractual and already-budgeted payroll obligations for Police Educational Incentive - % of Pay based on education degree attained and this become part of base pay.. - Sick Leave buyback is for Captain Retirement buyback….sick time and vacation hours. - These dollars are all part of the contract with the union. Motion that Finance Committee make a recommendation to the full council to approve the supplemental appropriation of $112,193.67 from Free Cash to Police Base Pay, Police Educa- tional Incentive, Police Sick Leave Buyback, Police Unused Vacation and Police Uniform Ex- pense. Motion: Councilor Gomez, Seconded by Councilor Conniff. Passed 3-0. Old Business 1. Review of monthly fiscal reports from the City Auditor - • Mayor spoke of her request to department heads to prepare a preliminary budget for FY 2022 with a reduction of 2.5% from FY21. Reductions should not be achieved through layoffs. • Val Bernier indicated that so far the numbers are ok, but Jan - March 2021 are still an unknown. 5:17 pm - Motion to adjourn by Councilor Gomez, Second Councilor Conniff 3-0 NEXT MEETING: 12/30/2020 at 5:00pm
