CITY OF EASTHAMPTON OFFICE OF THE CITY COUNCIL Easthampton Municipal Building 50 Payson Ave., Ste. 100 Easthampton, Massachusetts 01027-2260 Telephone #: (413) 529-1460 12/30/2020 MINUTES FINANCE Meeting 12/30/2020 Attendees: FINANCE Committee Members: Councilor Dan Rist, Chair Councilor Peg Conniff Councilor Homar Gomez Other Attendees: Nicole LaChapelle, Mayor Jeff Bagg, City Planner Mike Michon, One Ferry Street Developer Jeff Daley, Consultant for Mr. Michon Jane Mantolesky, Attorney for Mike Michon, developer Jennifer Gallant, City Treasurer Tom Peake, City Council Val Bernier, City Auditor Greg Nuttleman, DPW Director Meeting called to order at 5:00pm. The meeting was videotaped. No minutes were approved. Mayor Communication: None New Business 1. MGL 121A Project Alternative Tax A. Amendment for Application for approval of a project under MGL C 121A which is being proposed by One Industrial Lofts, LLC. B. Change to timeline for tax plan is extended by 5 years. Reason for change is be- cause of the inability to make development progress during the COVID pandemic through 2020 and 2021. The City will continue to receive estimated taxes based on the agreement between City and Mr. Michon. C. Additional amendment with respect to workforce housing. The state is no longer providing subsidies. Lacking these subsidies makes providing affordable housing extremely difficult. The pipeline for affordable housing through Mass Housing is 4-7 years and that will not be acceptable for this project. D. Review City Council report regarding the acceptance of this agreement including amendments. This report will be presented to full City Council on 01/6/2021. Changes to wording of the report were made. Motion that Finance Committee make a recommendation to the full council to approve the “Application for approval of a project under MGL C 121A which is being proposed by One Industrial Lofts, LLC as amended” Motion: Councilor Conniff, Seconded by Councilor Gomez. Passed 3-0. 2. Supplemental Appropriation A. $35,400 for Boruchowski Parcel Mountain Bike Trails - clean up of trails from storm damage. Approved 3-0 by this committee. B. $8,000 for software for RCV tabulation - needed to purchase software for RCV municipal election in November 2021. Approved 3-0 by this committee. C. $19,009 - Asphalt Roller. Current roller is a 2008 and past its expected service. Approved 3-0 by this committee. D. $30,000 - Nonotuck Well Pump. Increased vibration and recommended the elec- tric motor and overhauled. Approved 3-0 by this committee 6:10 pm - Motion to adjourn by Councilor Conniff, Second Councilor Gomez 3-0 NEXT MEETING: 1/13/2021 @5:00pm
